- Who We Are
Damu Entrepreneurship Development Fund, a subsidiary of Baiterek Holding, provides state financial assistance to businesses under the Joint Order "On rules and forms of state financial support, and eligible sectors of private entrepreneurship." The Fund supports businesses through:
Offering partial subsidies on interest rates and partial guarantees on loans or microloans for small and micro-businesses.
Subsidizing interest rates and partially guaranteeing loans or financial leasing agreements provided by second-tier banks or leasing companies.
Subsidizing coupon rates and providing guarantees for bonds issued by business entities.

Background information
Categories of social entrepreneurship entities according to the Entrepreneurial Code of Kazakhstan:
First Category: A social entrepreneurship entity that promotes the employment of the following groups of citizens must ensure that, based on the results of the previous calendar year, the average annual number of employees from these categories is at least fifty percent (minimum of two individuals) and that the share of expenses on employee remuneration from these categories constitutes at least twenty-five percent of total labor remuneration costs. The social status of the employee is determined at the time of the employment contract's conclusion.
Persons with disabilities
Parents and legal guardians raising a child with disabilities
Pensioners and citizens of pre-retirement age (within five years of reaching retirement age)
Graduates of orphanages and boarding schools for orphans and children without parental care (under the age of twenty-nine)
Individuals released from prisons (within twelve months after release)
Homeless individuals
Parents and legal guardians from low-income, large, or single-parent families, as well as mothers of multiple children recognized with the Altyn Alka or Kumis Alka awards, those previously awarded the title of Mother Heroine, and recipients of the Order of Maternal Glory (1st and 2nd degrees)
Drug addicts who have completed medical and social rehabilitation or treatment for addiction to psychoactive substances (within twelve months post-rehabilitation or treatment)
Ethnic Kazakh repatriates relocating to Kazakhstan from neighboring countries
Second Category: A social entrepreneurship entity that sells manufactured goods or provides services to citizens from the categories specified in subparagraph 1 of this article. In this case, at least fifty percent of the entity's total income for the previous calendar year must derive from these activities. Additionally, at least fifty percent of the net income earned by the social entrepreneurship entity in the previous calendar year must be allocated to the continuation of these activities in the current calendar year, provided that there is net income from the previous year.
Third Category: A social entrepreneurship entity that produces goods or provides services for persons with disabilities, aiming to create conditions that help them overcome or compensate for limitations in their daily activities. This category also includes services intended for other individuals specified in subparagraph 1 of this article, promoting equal opportunities for participation in socially beneficial activities. To qualify, at least fifty percent of the entity's total income for the previous calendar year must come from these activities. Additionally, at least fifty percent of the net income earned by the entity in the previous year must be allocated to support these activities in the current calendar year, provided that there is net income from the previous year. The following types of activities are eligible:
Provision of social and domestic services to support daily living
Maintenance and preservation of health through care organization and systematic monitoring to identify health changes
Assistance in adjusting psychological states for better adaptation to the social environment
Provision of social and pedagogical services aimed at preventing behavioral deviations
Support for employment and resolution of issues related to labor adaptation
Enhancement of communication skills, rehabilitation, social adaptation, and social support services
Production and/or sale of medical equipment, prosthetic and orthopedic devices, digital healthcare software, and technical means exclusively for disease prevention and rehabilitation of persons with disabilities, including medical habilitation for children with disabilities
Organization of recreational and health improvement activities for persons with disabilities and pensioners
Implementation of additional educational programs
Creating access for persons with disabilities and low-mobility groups to social, transport, and recreational infrastructure, facilitating vehicle use, and providing universal communication services for information access
4. Fourth Category: A social entrepreneurship entity engaged in the following activities must ensure that at least fifty percent of its total income for the previous calendar year comes from these activities. Additionally, at least fifty percent of the net income earned in the previous year must be directed toward supporting these activities in the current calendar year, provided there is net income from the prior year:
Provision of psychological, pedagogical, and other services aimed at strengthening families, promoting family upbringing of children, and supporting motherhood and childhood
Organization of recreational and health improvement activities for children
Implementation of general educational programs for preschool education, primary education, basic secondary education, general secondary education, and technical and vocational education
Psychological and pedagogical support for children with disabilities, as well as medical and social assistance for students facing difficulties in school, including development and social adaptation
Training for employees and volunteers of socially oriented non-profit organizations to enhance the quality of services provided by these organizations
Cultural and educational services, including activities of private museums, theaters, libraries, archives, school studios, creative workshops, botanical and zoological gardens, cultural centers, and folk art centers
Environmental protection initiatives
Provision of geriatric and gerontological care to socially vulnerable groups, as specified in Article 79-3 of the Code, including the organization of health and longevity centers and activities promoting a healthy lifestyle
