In order to receive “Housing loan” you have to:
- open a deposit account in House Construction Savings Bank of Kazakhstan;
- determine the amount of agreement required for improvement of housing conditions (minimum amount of agreement amount is 500 minimum calculation indices);
- save over 3 years (minimum period of saving) and reach 50% of agreement amount, the remaining 50% you will be granted in the bank in form of housing loan;
- achieve minimum assessment index – 16.
The housing loan issue rate is 3.5% – 5% per annum
Amount: up to 100 000 000 KZT
Loan period: from 6 months to 25 years
If the period of your savings is less than 3 years and you have already saved 50% of the agreement amount, you have the option of applying for an intermediate housing loan.
For this purpose, you have to:
- open a deposit account in House Construction Savings Bank of Kazakhstan;
- transfer 50% of housing cost to the deposit account (in parts or as a lump sum).
The loan issue rate: from 7% to 8.5% per annum (with subsequent reduction up to 5%)
Amount: up to 90 000 000 KZT
Loan period: from 6 months to 25 years
Preliminary loans are issued as part of state programs and bank’s own “My house” program.
In order to receive the preliminary loan you have to:
- open a deposit account in House Construction Savings Bank of Kazakhstan;
- save or transfer at least 20% of housing cost.

Loans under “My house” program:
Loan issue rate: 7% (with subsequent reduction to 5%)

The subsidiary of the Baiterek holding company, Development Bank of Kazakhstan JSC, opened a credit line for Shymkent Chemical Company LLP for the construction of a new plant for the production of methyl tert-butyl ether (MTBE) in the city of Shymkent.
The project cost is 13.7 billion tenge, DBK provides a loan in the amount of 9 billion tenge for a period of up to 10 years, the rest of the amount of 4.7 billion tenge will be invested by the company at its own expense. The project is being implemented within the framework of the State program of industrial and innovative development of the Republic of Kazakhstan. The financing provided by the bank will be directed to the design, construction and installation works of the plant, as well as the acquisition of equipment.
The project is expected to contribute to the development of the country's petrochemical industry by increasing the depth of processing of petrochemical raw materials (butane-butylene fraction) obtained in the refining process at the Shymkent oil refinery as part of its modernization. Further processing of the butane – butylene fraction at the ShKH plant will make it possible to organize the production of methyl tert butyl ether, which will be used by the Shymkent Oil Refinery for the production of high-octane gasolines of ecological classes K4 and K5.
The annual capacity of the new enterprise is 57 thousand tons of MTBE. The completion of construction works of the plant is scheduled for mid-2020. After the implementation of the project, the plant will have 152 new jobs.
“The implementation of this project will also make it possible to meet the needs of the domestic market in MTBE, in particular the Shymkent Oil Refinery,” said Duman Aubakirov, Deputy Chairman of the Management Board of DBK.
MTBE is one of the main oxygen-containing high-octane components used in the production of unleaded motor gasolines. It is used as an additive to motor fuels, increasing the octane number of gasolines and contributing to a more complete combustion of fuel. The annual demand of the Kazakhstani market for octane-enhancing additives is 80 thousand tons. Today in Kazakhstan there is only one MTBE production plant with a capacity of 20 thousand tons per year.
