How "Baiterek" holding helps mortgages during the state of emergency

During the state of emergency, "Baiterek" National Management Holding JSC, as part of the Presidential package of measures, continues to provide citizens with support in deferring mortgage payments and provides convenient online services.


So, as an anti-crisis measure, a subsidiary of "Baiterek" holding - "Housing Construction Savings Bank of Kazakhstan" JSC (HCSB) grant an extension of existing debt to all its customers. It will be valid from March 16 to June 15, 2020 inclusive. Moreover, fines and penalties will not be charged on arrears. Borrowers do not need to provide supporting documents on the reasons for non-payment of loans. It is enough for them to submit an application in the Internet banking of the HCSB from April 15 to the end of the state of emergency. The planned deadline for accepting applications is May 11, 2020.

As of April 22, 17,039 bank borrowers have already taken advantage of this anti-crisis measure.


For the convenience of its customers, HCSB strengthens the work of remote channels. A service for opening online deposits by video call has been launched. You can use it by going to the bank’s website.  In addition, other remote services are available to Kazakhstanis: Internet banking, mobile application, WhatsApp and Telegram channels, payment terminals, IVR system by phone 300.


It should be noted that in the first quarter of this year, HCSB depositors raised 125 billion tenge on their deposits. Since the beginning of the year, 93,508 new savings accounts have been opened. Such a demand for deposits is explained by the availability of loan rates, which in the future customers of the bank can take at fixed rates in tenge. Accumulating funds for deposits on deposits, bank customers receive loans for the purchase of housing at interest rates from 2% to 8.5% per annum. Since the beginning of the year, 7,592 clients of the HCSB have already taken advantage of this opportunity.


At present, the loan portfolio of the HCSB is equal to 1,034 trillion tenge. In total, the bank has 160,000 active loans. All planned indicators laid down at the beginning of the year, Housing Construction Savings Bank of Kazakhstan fulfilled 100%. Moreover, the bank has the most disciplined borrowers. This confirms the low level of NPL (loans overdue for more than 90 days). Now this figure is 0.18% with an average banking level of 8%.


This year, the bank continues to implement the "Bakytty Otbasy" program. According to the results of the first stage of its implementation, 4,955 families were able to acquire housing. Until March 16, 2020 - the beginning of the declaration of a state of emergency in Kazakhstan, the bank managed to accept and approve another 710 new applications. Acceptance of loan applications will continue from May 4, 2020.


As part of the “Military Product”, the bank has issued 76 loans since the beginning of the year, another 75 loans have been approved and the military are in search of their housing, 54 loan applications are in progress.


Another subsidiary of "Baiterek" holding - "Kazakhstan Mortgage Company" MO" JSC (KMC) simplified the acceptance of applications for deferment for its clients during an emergency in the country. Applications from customers are accepted by e-mail, without authorization and confirmation of identity to a single mail help@kmc.kz. For citizens belonging to the categories of socially vulnerable segments of the population and having mortgage loans at the KMC, a deferment is granted automatically without application.


There are various online services at KMC. A new section “Emergency” has been created on the official website of the company, in which there is all the necessary information, including the conditions for granting deferment, sample applications, answers to frequently asked questions. https://kmc.kz/ru/program/state-of-emergency


One-click application status verification system. After submitting an application, company customers can track the status of their application on the company’s website using the IIN number, without authorization and registration.


After completion of the emergency regime, additional agreements will be signed with lease agreements with redemption with customers. No additional agreements are required for mortgage loan agreements, only new payment schedules are subject to signing.


Recall that you can get a deferment in monthly payments for the period from March 16 to June 15, 2020. In this case, deferred payments will be evenly distributed until the end of the loan or lease term. Penalties and penalties for deferred payments are not charged.

Meanwhile. another subsidiary of the Holding – "Baiterek Development" JSC (BD) also provided for a three-month period, from April to June 2020, a deferral of payments, including principal and interest, on all lease transactions with repurchase / purchase and sale by installments of residential and non-residential real estate properties constructed under the "Nurly Zher" programs and "EXPO-2017".


Tenants and buyers must write their own application in accordance with the approved form (you can download it on the official website - http://baiterekdevelopment.kz) indicating the reason for the need for a delay. Supporting documents are not required. A copy of the tenant / buyer identification card (both sides) must be attached to the application. A scanned copy of the signed application and ID must be sent to the e-mail: otsrochka@bdevelopment.kz.


The original application must be submitted to Baiterek development after the end of the emergency. The national company asks tenants and buyers to stay at home and not worry, all applications will be considered, and the delay will extend to all periods from April to June. It will be possible to sign a new payment schedule after the expiration of the emergency in the country. The deadline for accepting applications will be until the end of the state of emergency.


Deferral conditions for lease agreements with repurchase (within the framework of the "Nurly Zher" program):


The amount of monthly payments for the period of the granted deferral is amortized before the end of the term according to the payment schedule. Tenants who have, at the time of application, overdue arrears to replenish the guarantee deposit, will receive the opportunity to replenish the guarantee deposit within 12 months after the expiration of the period of the granted delay, i.e. in the period from July 2020 to June 2021.


Deferred conditions for purchase and sale agreements with payment by installments (as part of their own BD programs, including "EXPO-2017"):


The term for fulfillment of obligations under installment agreements according to the payment schedule is postponed in proportion to the term of the granted deferral. Buyers with arrears as of the date of application, in case of delay, must pay the amount of arrears after the deadline. Penalties and penalties for overdue debts are not charged during the period of granting a deferral.
