On 21 February, ‘Baiterek’ National Managing Holding JSC held the second seminar for natural monopoly entities (NME) on financing the modernisation of utility infrastructure. The first event took place on 14 February.
The seminar was organised as part of the implementation of the National Project ‘Modernisation of the Energy and Utility Sectors’, approved by Government Decree No. 1102 of 25 December 2024. The National Project aims to reduce the deterioration of engineering networks, upgrade infrastructure, and attract investments of KZT 6.8 trillion to repair 86,000 kilometres of utility networks. It is expected that its implementation will lower the deterioration rate of engineering networks to below 50%, decrease the number of accidents, and improve the reliability of public utilities.
The participants of the event — representatives of NMEs and experts in the field of infrastructure financing — reviewed available lending mechanisms, state support, and opportunities for attracting investments. Special attention was paid to financing schemes, including:
Representatives of the holding provided a detailed explanation of the existing support programmes and mechanisms for interaction between state authorities, financial institutions, and utility companies.
‘Baiterek’ Holding will continue to organise similar seminars, providing NMEs with up-to-date information on financial instruments and infrastructure modernisation opportunities, which will ultimately contribute to the sustainable development of the country's utilities sector.
