1. Financing the construction of credit housing through the redemption of bonds issued by local executive bodies
The Kazakhstan Housing Company implements the «Nurly Zher» State Program by financing the construction of credit housing through the redemption of bonds issued by local executive bodies (hereinafter – LEB).
Financing the construction of credit housing through bond redemption makes it possible to use money repeatedly every 2 years and redirect them to new construction projects without allocating additional money.
Additional information: LEBs finance the construction and sale of credit housing at fixed prices per 1 m2:
1. up to 240 thousand tenge – in the city of Almaty;
2. up to 220 thousand tenge – in the city of Nur-Sultan and its suburbs;
3. up to 200 thousand tenge – in the city of Shymkent and the suburbs of the city of Almaty;
4. up to 180 thousand tenge – in the cities of Aktobe, Atyrau, Aktau, and Turkistan; in Karaganda and Kostanay Regions;
5. up to 160 thousand tenge – in other regions;
6. up to 220 thousand tenge – in the city of Nur-Sultan and its suburbs;
In 2016-2021, 761.6 billion tenge worth of LEB’s bonds were purchased (208 billion in 2016-2018, 108.8 billion in 2019, 281.2 billion in 2020, and 163.7 billion in 2021).
In 2021, it was planned to buy 109.6 billion tenge worth of obligations at the expense of the National Fund of the Republic of Kazakhstan. As a result, 163.7 billion tenge worth of bonds was purchased (including 54 billion tenge attracted from the market and added to the money allocated by the National Fund). The plan has been fulfilled.
2. «Elorda Kurylys Kompaniyasy» LLP acting under the Akimat completes the construction of problematic buyer-financed homes in Nur-Sultan
According to the Protocol of the National Fund Management Board of the Republic of Kazakhstan dated December 22, 2018 and the «Nurly Zher» State Program, 40 billion tenge is provided to complete the construction of long-delayed real estate in Nur-Sultan (20 billion were provided in 2018, 20 billion more – in 2019).
In 2018, The Kazakhstan Housing Company (formerly known as Baiterek Development JSC) provided a loan to Elorda Kurylys Kompaniyasy LLP for 20 billion tenge (4.04.2018 – 4 billion tenge, 29.12.2018 – 16 billion tenge) or 100% of the plan.
In 2019, a loan of 20 billion tenge was provided (December 30, 2019 – 20 billion tenge) or 100% of the plan.
As of January 01, 2022, out of the allocated 40 billion tenge, 37.6 billion tenge was used.
3. Issuing credits to depositors of «Otbasy Bank» JSC
As of January 1, 2022, there are 2.2 million contracts worth 1.5 trillion tenge in the Housing and Construction Savings System.
At the end of 2021, 82.25 thousand loans for 1.235 trillion tenge were issued to individuals. Of these, 16 thousand loans for 178 billion tenge were issued under the Nurly Zher State Program (excluding the Bakytty Otbasy mortgage program).
«Otbasy Bank’s «Bakytty Otbasy» mortgage program
In 2021, a loan for 70 billion tenge was received from the republican budget (50 billion tenge was received on April 1, 2021; 5.3 billion tenge – on September 6, 2021; 5.3 billion tenge – on October 4, 2021; 5.3 billion tenge – on November 3, 2021; and 4.1 billion tenge – on December 4, 2021). As of January 1, 2022, a total of 13,663 loans for 145.8 billion tenge were issued, of which 4,216 loans for 49.1 billion tenge were issued in 2021.
«Otbasy Bank’s «Askeri Ipoteka» mortgage program
On January 1, 2018, the law was amended allowing military personnel to make savings in Otbasy Bank JSC at the expense of received housing payments.
As of January 1, 2022, 133 thousand special accounts with 463 billion tenge were opened by military personnel and employees of the State Security Service of Kazakhstan.
In 2021, Otbasy Bank issued 2.7 thousand loans for 62 billion tenge under the Askeri Ipoteka mortgage program.
Mortgage conditions: 8% per annum for up to 25 years. Down payment – minimum 15% of the home price. Homebuyers can purchase new and resale housing.
4. Equity housing construction through the Kazakhstan Housing Company
The Kazakhstan Housing Company (formerly known as the Housing Guarantee Fund) started guaranteeing equity deposits in housing construction from October 10, 2016 (the new Law came into force). For these purposes, the Kazakhstan Housing Company was capitalized for 20 billion tenge in 2016-2017.
The Nurly Zher State Program’s goal for 2021 is 65.8 billion tenge. At the end of the year, guarantees were issued for 70 projects for a total of 372 billion tenge. This made it possible to protect people’s savings for the purchase of 21 thousand apartments (2 million m2) on the commercial market.
For the entire period, 140 buildings were guaranteed for 644 billion tenge (in 2016-2018 –18 buildings for 66 billion, in 2019 – 23 buildings for 89.7 billion, in 2020 – 29 buildings for 116.6 billion, in 2021 – 70 buildings for 372 billion). The guaranteed buildings contain 40.7 thousand apartments with a total area of 3.6 million m2.
Additional information: The Kazakhstan Housing Company provides guarantees to equity holders if the authorized company fails to complete the construction of a residential building (including violation of the deadline for commissioning a residential building; misuse of money; insolvency of the developer, established by the effective court decision).
5. Subsidizing loans of real estate developers through the Kazakhstan Housing Company
In 2021, the Kazakhstan Housing Company planned to subsidize loans of private real estate developers for 20 billion tenge. As a result, contracts were signed for 17 projects worth 27.8 billion tenge.
For the entire period, contracts were signed for 144 projects worth 155 billion tenge (in 2016-2018 – 55 projects worth 54.5 billion; in 2019 – 47 projects worth 49.6 billion; in 2020 – 25 projects worth 23.06 billion; in 2021 – 17 projects worth 27.8 billion).
6. Rent-to-purchase housing under agreements with state and non-state legal entities through the Kazakhstan Housing Company
From 2018 to September 2021, contracts were concluded on the purchase of real estate under housing programs for a total amount of 34.8 billion tenge, with a total area of 149.62 thousand m2 (2,336 apartments) .
In Almaty – 288 apartments or 16.5 thousand m2; in Karaganda – 138 apartments or 7.3 thousand m2, in Nur-Sultan – 1,353 apartments or 94.4 thousand m2, in Aktau – 106 apartments or 6.4 thousand m2, in Kostanay – 54 apartments or 2.6 thousand m2, in Aksu – 70 apartments or 4.2 thousand m2, in Aktobe – 86 apartments or 4.8 thousand m2, and in Khromtau – 114 apartments or 6.8 thousand m2.
As of today, 1,478 apartments worth 16.8 billion tenge have been commissioned; 858 apartments worth 18 billion tenge are being constructed.
Financing under signed agreements for 34.8 billion tenge at the expense of lease payments to the Kazakhstan Housing Company (funds of the National Fund are reused).
From September 23, 2021 up to now, the Company has not taken any measures to organize the procurement of real estate (apartments) in Kazakhstan.
In 2023, it is planned to purchase apartments with a total area of 40 thousand m2.
Additional information: The Kazakhstan Housing Company uses incoming rental payments and combines them with market borrowings to finance the construction and purchase of rent-to-purchase housing under signed agreements with state and non-state legal entities.
