The purpose of SPIID for 2020 - 2025 is the formation of a competitive manufacturing industry of the Republic of Kazakhstan in the domestic and foreign markets.
Baiterek NMH JSC is one of the main operators in implementing such program tasks as increasing production volumes and expanding the range of processed goods that are in demand in the domestic and foreign markets, as well as technological development and digitalization of manufacturing industries.
In particular, Baiterek NMH JSC continues to be the operator of all repayable financial support measures through subsidiaries, whose mandate is to attract resources from external and domestic debt and capital markets to provide preferential loans to manufacturing enterprises. Baiterek NMH JSC will also proactively expand the comprehensive support approach to manufacturing enterprises, adhering to the following principles of financial support:

Development Bank of Kazakhstan JSC (a subsidiary of Baiterek National Holding Holding JSC) finances investment projects in priority sectors (lending).
In accordance with the Action Plan for the implementation of SPIID for 2020-2025 (hereinafter referred to as SPIID-3), by order of the Ministry of Investment and Development of the Republic of Kazakhstan dated October 29, 2021 No. 569, the financial and economic justification for budget lending “Lending to JSC NMH Baiterek with subsequent lending to JSC” was approved Development Bank of Kazakhstan" to finance SPIID-3 projects.
For reference: Development Bank of Kazakhstan JSC (hereinafter referred to as the Development Bank) provides financing, including co-financing of projects within the framework of the implementation of SPIID for 2015-2019 (hereinafter referred to as SPIID-2).
In 2021, within the framework of SPIID-2, such economically significant projects were commissioned as the construction of a plant for the production of MTBE in Shymkent, the construction of the Turgusun hydroelectric power station in the East Kazakhstan region, the construction of a mining and processing plant for processing polymetallic ores in the village of Zhairem, Karaganda region with a capacity of 5 million tons per year, construction of an enrichment plant, the Saryarka ferroalloy plant with a sintering plant and modernization of existing production (stage 1).
As part of SPIID-2, the Development Bank approved financing of 29 projects totaling 581 billion tenge, of which 27 projects were financed in the amount of 546.34 billion tenge. There are 23 projects in the operational phase of implementation. The enterprises created 6,358 new jobs. For the period from 2016 to 9 months. In 2021, products worth 4,471.53 billion tenge were produced, of which exports amounted to 3,060.13 billion tenge, tax payments were paid in the amount of 603.65 billion tenge.
Industrial Development Fund JSC (a subsidiary of Development Bank of Kazakhstan JSC, part of the structure of Baiterek NMH JSC) provides leasing financing for projects and subjects of industrial and innovative activities.

In 2021, within the framework of SPIID-3, 21 exporters were supported, for the amount of accepted insurance liabilities of 25.6 billion tenge.
In accordance with the financial and economic justification (hereinafter referred to as the FEO), the results of direct and final indicators are envisaged from 2021.
According to the direct indicator of the FEO “Volume of accepted obligations”, the planned value for 2021 was 25 billion tenge, the actual value for 2021 was 25 billion tenge (fulfilled).
According to the final indicators of the FEO:
- “The volume of export revenue by enterprises using the support tools of ESC KazakhExport JSC, the planned value for 2021 amounted to 49 billion tenge, according to operational data, the value for this indicator for 2021 amounted to 23 billion tenge (actual data for 2021 will be provided after providing information from exporters).
- “The number of employees in enterprises that received support from JSC ESK KazakhExport, the planned value for 2021 is 2,700 people; according to preliminary data, the value of the indicator for 2021 was 4,447 people (fulfilled).
- “ROA” target value for 2021 is at least 1%; according to preliminary data, the actual value for 2021 was 1.61% (fulfilled).
Qazaqstan Investment Corporation JSC (a subsidiary of Baiterek NMH JSC) has developed a project of financial and economic justification for budget investments “Increase in the authorized capital of Baiterek NMH JSC with a subsequent increase in the authorized capital of Qazaqstan Investment Corporation JSC for funding the fund (funds) direct investments for the purpose of financing projects with a final remuneration rate of up to 8% per annum within the framework of the Concept of Industrial Innovative Development", which is currently being signed at the Ministry of Innovative Development of the Republic of Kazakhstan, for re-sending to the Ministry of National Economy of the Republic of Kazakhstan in order to obtain an economic conclusion, in view of the approval of the Concept, which replaced SPIID on the basis of which the feasibility study was carried out.
During the reporting period, support for the activities of business incubators was not provided, and no innovation grants were allocated.
