‘Baiterek’ National Managing Holding JSC continues its active efforts in implementing the National Project “Modernization of the Energy and Utilities Sectors” for 2025–2029. The goal of the project is to upgrade the energy and utilities infrastructure of the Republic of Kazakhstan to ensure reliable and high-quality utility services, as well as the country’s sustainable economic development.
The project involves a comprehensive approach, including the modernization of outdated networks, replacement and renewal of technologically obsolete equipment, the introduction of digital and energy-efficient technologies, and the attraction of domestic and foreign investments into the infrastructure.
‘Baiterek’ Holding, designated by the Government of the Republic of Kazakhstan as the financial operator of this National Project, performs the functions of implementing mechanisms for direct financing of private natural monopoly entities through the Holding’s subsidiary – Development Bank of Kazakhstan JSC, second-tier banks, and international financial institutions. Financing of natural monopoly entities in the utilities and quasi-public sectors is carried out through the repurchase of government securities of local executive bodies by the Holding’s subsidiary – Kazakhstan Housing Company JSC.
As part of the implementation of the National Project, the Holding has conducted a number of informational and educational events, including specialized seminars on financial instruments and project implementation mechanisms, which have been widely covered by leading Kazakhstani media.
In July of this year, the Head of State signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Development of the Capital and Cities of Republican Significance,” which was developed and adopted to ensure effective implementation of the National Project.
Active work is underway on the interagency coordination of regulatory legal acts governing the implementation of the project and the development of a unified Electronic Procurement Platform designed to ensure transparency and efficiency in the implementation of the National Project. The platform will support application submissions, electronic procurement procedures, and project implementation monitoring.
Until the Electronic Procurement Platform is launched, the Holding has temporarily deployed an online service on the bgov.kz platform, allowing natural monopoly entities to submit project financing applications.
To date, the Holding has received 28 applications from natural monopoly entities totaling KZT 182.8 billion, which have been forwarded to the Holding’s subsidiaries for review.
Additionally, it is noted that the implementation of the National Project is expected to reduce the number of accidents in utility networks by 20% and decrease the overall infrastructure wear rate to 40%.
