Damu Fund Launches the “Örleu – Leasing” Program to Modernize Production Facilities

As part of the implementation of the поручения of the Government of the Republic of Kazakhstan, the Entrepreneurship Development Fund Damu (a subsidiary of Baiterek National Investment Holding) announces the launch of a new program, “Örleu – Leasing,” aimed at the modernization and technical re-equipment of small and medium-sized enterprises (SMEs) in the manufacturing sector.

The new instrument will expand SMEs’ access to preferential leasing financing and stimulate the renewal of production capacities. The program enables enterprises to obtain financing for the purchase of modern equipment within up to 10 business days without additional collateral. This will allow companies to enhance their competitiveness and address the issue of worn-out material and technical assets.

Program terms:

• Financing amount: up to KZT 300 million per borrower;
• Tenor: from 3 to 5 years;
• Interest rate: fixed at 12.6% per annum;
• Purpose of financing: purchase of new equipment;
• Down payment: 10% of the cost of the leased asset.

To qualify for leasing, a company must be an operating SME entity, possess the necessary production capacities, and have been active in the market for at least one year. In addition, the company’s turnover for the previous calendar year must exceed the cost of the equipment to be purchased by at least 1.5 times.

The equipment may be purchased from a domestic manufacturing plant or from an official distributor/dealer of the manufacturing plant, with a warranty and service support period of at least one year.

To implement the new program, a Memorandum of Cooperation was signed between the Damu Fund and the Kazakhstan Leasing Companies Association KazLeasing, providing for financing to be extended to leasing companies in accordance with the terms and requirements of the program.

At the current stage, the Fund’s partners participating in the program include:

Halyk-Leasing, BCC Leasing, ForteLeasing, and Nur Leasing.

The program предусматривает reciprocal obligations to achieve socio-economic impact, which is a standard and justified practice when participating in state support measures. As financing is provided on preferential terms with the involvement of public resources, a corresponding contribution from businesses to economic development and employment is expected.

The “Örleu – Leasing” program will serve as an additional state support instrument aimed at renewing the production sector and enhancing the resilience of small and medium-sized businesses in Kazakhstan.
