JSC ‘Baiterek’ National Managing Holding continues implementing the tasks outlined in the Housing and Utilities Infrastructure Development Concept for 2023–2029. The main goal is to improve the availability and quality of housing for the population. The work is carried out through its subsidiaries – Otbasy Bank JSC and Kazakhstan Housing Company JSC, which are involved in financing construction, providing preferential mortgages, developing mechanisms for integrated development, and guaranteeing shared construction projects.
Mortgage lending and housing savings
In the first half of 2025, Otbasy Bank issued 33,985 loans totaling KZT 690.3 billion. The main volume was standard housing loans – 24,891 loans amounting to KZT 533.9 billion. Loans were also issued under the following programs:
As part of the Year of Blue-Collar Workers, announced by the President of Kazakhstan, the “Nauryz Zhumysshy” program is being implemented. As of June 30 this year, 1,552 loans were issued for a total of KZT 37.2 billion. The program targets blue-collar professionals in industry, construction, energy, transport, agriculture, and water resources. Participation is based on an application and a certificate of employment, with verified pension contributions.
Construction financing and shared construction guarantees
Kazakhstan Housing Company JSC continues to finance housing construction through the purchase of bonds issued by local executive bodies. As of June 30, 2025, bonds worth KZT 67.1 billion have been purchased. In 2024, the corresponding figure was KZT 462.1 billion.
In the first half of 2025, 15 shared construction projects were approved (3,883 apartments, 353.4 thousand m²) totaling KZT 103.3 billion. Additionally, developer loans under previous projects were subsidized in the amount of KZT 117.7 million.
Support for people on waiting lists and vulnerable groups
According to amendments to housing legislation, housing is provided to those on waiting lists based on their income level and the date of registration. At least 70% of rental and credit housing is reserved for eight priority categories of citizens: large families, orphans, persons with disabilities of groups 1 and 2, families with children with disabilities, veterans, widows/widowers.
Otbasy Bank offers preferential mortgage loans:
Conditions: term – up to 20 years, down payment – from 10%, the housing must be constructed by local executive authorities.
