Baiterek Holding and Astana Hub Join Forces to Support Technological Entrepreneurship

On March 27, on the sidelines of the National Technology Forum Digital Qazaqstan 2026, Rustam Karagoyshin, Chairman of the Management Board of Baiterek National Managing Holding JSC, and Magzhan Madiyev, CEO of the Astana Hub Autonomous Cluster Fund, signed a memorandum of cooperation to support startups and develop IT exports.

The agreement is aimed at fostering technological entrepreneurship, expanding IT companies’ access to financing instruments, and creating conditions for their sustainable growth and entry into international markets.

The document combines the financial instruments of the Baiterek Holding group with the innovative ecosystem of Astana Hub. Cluster residents will gain access to financing through Qazaqstan Investment Corporation, guarantee support and interest rate subsidies via the Damu Entrepreneurship Development Fund, as well as export credit insurance and pre-export financing through the Export Credit Agency of Kazakhstan.

“Technological entrepreneurship is one of the key priorities of the country’s economic policy. Baiterek Holding, as a national investment holding, has a wide range of financial instruments, while Astana Hub has created a unique ecosystem for startup development. The signing of this memorandum allows us to combine these capabilities and build a comprehensive support system for IT companies—from access to financing and guarantee mechanisms to assistance in entering export markets,” said Rustam Karagoyshin.

The parties intend to launch joint programs to support technology startups, expand access to bank financing using state guarantee mechanisms, and develop acceleration and investment programs. In addition, the possibility of creating a “single investment window” within the Holding for Astana Hub residents is being considered, which will support projects at all stages of implementation.

“This is a strategic partnership that strengthens the financial infrastructure for supporting IT companies. Today, we see limited access to liquidity and financing as the key barrier to their growth. In response, together with Baiterek Holding, we are developing a new concessional lending instrument for startups, including the possibility of using equity stakes as collateral without requiring physical assets. The synergy of the Holding’s instruments and our ecosystem’s capabilities will expand access to financing, accelerate project scaling, and facilitate entry into global markets,” noted Magzhan Madiyev, CEO of Astana Hub.

The signing of the memorandum is a practical step in implementing the objectives of the Year of Digitalization and Artificial Intelligence, bringing together the potential of development institutions and the country’s technology sector.
