This year, Agrarian Credit Corporation will launch the Ken Dala 2 Program as early as October 1

President Kassym-Jomart Tokayev had previously set a clear task for the Government and financial institutions to ensure the timely implementation of spring fieldwork, instructing them to deliver the necessary funds to farmers, stressing that “it is extremely important to carry out spring fieldwork on time.”

In fulfillment of this strategic instruction and as part of its systematic efforts to improve support measures, Agrarian Credit Corporation JSC (ACC), a subsidiary of Baiterek National Managing Holding, continues to enhance its approaches. Acting proactively, the Corporation announces the start of application acceptance under the key Ken Dala 2 Program as early as October 1, 2025. This decision allows the program to be launched a month earlier than last year, giving agricultural producers additional time and flexibility to prepare for the new season.

Advantages of Early Financing

Early financing enables farmers to effectively prepare for the upcoming agricultural season. Already in autumn, farmers have the opportunity to purchase fuel and lubricants at favorable prices, acquire fertilizers, repair equipment, and build up the necessary seed stock. Access to resources during this period is a critical factor for the successful conduct of the sowing campaign.

The early financing mechanism was first launched in late November 2024 and immediately demonstrated strong demand. At that time, the Corporation allocated 100 billion tenge for these purposes. The initiative was positively received by farmers, and this year its scale has been significantly expanded.

Program Terms

The program offers a preferential interest rate of 5% per annum. To address the issue of insufficient collateral, an effective mechanism has been introduced: if necessary, up to 85% of the loan amount may be covered by a guarantee from the Damu Entrepreneurship Development Fund. Financing is provided through ACC’s extensive branch network and partner financial institutions across the country.

“Demand for credit resources in the agricultural sector remains consistently high, and our task is not only to meet it but also to offer the market flexible and timely instruments. We see that early financing is in demand, as it allows farmers to operate more systematically and efficiently. Therefore, we will continue to adapt our products based on the real needs of agricultural producers,” said Almat Ashirbekov, Chairman of the Management Board of Agrarian Credit Corporation JSC.

Financing Dynamics

The Corporation’s consistent efforts ensure steady growth in the volume of support. While 140 billion tenge was allocated to the Ken Dala Program in 2022, the figure reached 321.5 billion tenge in 2024, and in the current year, 2025, it has already exceeded 500 billion tenge. This dynamic reflects the expansion of systemic measures to support the agricultural sector. A key priority for ACC remains the improvement of financing mechanisms to make them convenient, transparent, and responsive to the current needs of the agricultural sector.
