The “Damu” Fund Launches New Preferential Business Lending Program “Orleu”

The Entrepreneurship Development Fund “Damu”, with the support of the Ministry of National Economy and Baiterek National Managing Holding, announces the launch of a new preferential lending program – “Orleu”.

This instrument is aimed at supporting micro, small, and medium-sized businesses.

Under the new preferential lending program, the interest rate for the end borrower will be no more than 12.6% per annum. The total amount of funding under the program will be 750 billion tenge, of which 300 billion tenge will be allocated by the Fund, and 450 billion tenge will be attracted through co-financing by second-tier banks.

The “Orleu” program provides for the issuance of preferential loans for investment purposes, replenishment of working capital, and refinancing of existing loans issued no earlier than January 1, 2025.

Key terms:

  • Maximum loan amount: up to 7 billion tenge for investment purposes, up to 3.5 billion tenge for working capital;
  • Interest rate: no more than 12.6% per annum;
  • Financing term:
    • Up to 10 years for investment purposes;
    • Up to 3 years for working capital;
    • For refinancing – no longer than the remaining term of the refinanced debt.

The “Orleu” program is aimed at stimulating entrepreneurial activity through the provision of preferential loans in priority sectors of the economy, such as:

  • Manufacturing (including food products, textiles, clothing, chemical industry products, basic pharmaceutical products and pharmaceutical preparations, rubber and plastic products, electrical equipment, furniture, etc.);
  • Transport and warehousing (freight and passenger transportation, warehousing services, etc.);
  • Tourism (services provided by hotels, campgrounds, etc.);
  • Education (primary and preschool institutions with government contracts);
  • Healthcare (medical centers, multidisciplinary clinics).

To participate in the “Orleu” program, entrepreneurs must apply directly to the lending institutions. At this stage, relevant agreements have been signed with Freedom Bank, Bank CenterCredit, and Halyk Bank.

JSC “Entrepreneurship Development Fund “Damu” is a national development institute, 100% of whose shares are owned by Baiterek National Managing Holding.
