On March 27, Rustam Karagoyshin, Chairman of the Management Board of ‘Baiterek’ National Managing Holding JSC, visited the Pavlodar Region as part of a delegation led by the Prime Minister of the Republic of Kazakhstan, Olzhas Bektenov.
During the visit, he delivered a report at a meeting chaired by the Prime Minister, where key issues related to entrepreneurship support, strengthening the role of domestic producers, and implementing major economic initiatives were discussed.
In his speech, Rustam Karagoyshin provided a detailed overview of the systemic support measures implemented through the development institutions that are part of ‘Baiterek’ Holding. In 2025, the Holding plans to allocate approximately 8 trillion tenge to finance entrepreneurship, housing construction, and priority investment projects. Subsequently, the total financing volume is expected to increase to 10 trillion tenge by 2027.
Special attention was given to expanding guarantee support instruments. In particular, in 2025, a guarantee fund for large businesses is planned to be established, with state support amounting to up to 1.5 trillion tenge. This will enable the financing of projects worth up to 5 trillion tenge. For small and medium-sized enterprises, guarantees covering up to 85% of the loan amount will be provided through the instruments of the Damu Fund.
“Our goal is to provide businesses with stable, fair, and accessible financial support while reducing the burden on the budget and avoiding duplication of support mechanisms,” said Rustam Karagoyshin.
Following the meeting, the head of the Holding visited the regional branches of subsidiary organizations—JSC ‘Agrarian Credit Corporation,’ JSC ‘Otbasy Bank,’ and JSC ‘Entrepreneurship Development Fund “Damu”’—to familiarize himself with their operations. A working meeting was also held with the management of these branches, where the implementation of state programs and proposals for further improving support mechanisms in the region were discussed.
As a result of the meeting, relevant instructions were issued to systematize the proposals and ensure continued cooperation with central and local executive bodies.
