Today, a training session was held in Almaty for journalists on covering the national project Modernization of the Energy and Utilities Sector (MEUS).
Chairman of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan, Timur Kosymbayev, presented an overview of the National Project to the participants.
According to him, the implementation of MEUS is ensured through the attraction of large-scale investments aimed at minimizing the impact of infrastructure renovation projects on tariffs for the population.
In turn, Managing Director of Baiterek National Managing Holding, Aliya Murzagalieva, explained the lending instruments to be used. She also noted that within the framework of MEUS, work is underway with the Development Bank of Kazakhstan and international financial institutions to provide 20-year loans.
The seminar presented investment project plans for 2025–2029. This year, one of the major participants in Almaty is Alatau Zharyk Company JSC, which will allocate KZT 9.7 billion to modernize the power grid infrastructure. The plan includes upgrading 361 km of lines and more than 3,300 units of equipment, which will reduce the company’s infrastructure wear by 5%.
Over the next five years, major public utility enterprises of the city will undergo modernization under MEUS.
As a result of the pilot projects, the wear level of Almaty’s municipal engineering infrastructure is expected to decrease by 6.1%.
In 2026, the total investment volume in the modernization of the region’s utilities and energy sectors will amount to KZT 105.3 billion.
In the Almaty Region, as part of the implementation of the National Project in 2026, it is planned to attract KZT 68.53 billion in investments. These funds will be directed toward upgrading engineering infrastructure, improving energy efficiency, reducing network wear, and enhancing the quality of utility services for the region’s population.
Questions from participants were answered by Deputy Chairman of the Management Board of the Kazakhstan Center for Modernization and Development of Housing and Utilities JSC, Makka Shingaziyeva, and Deputy Chairman of the Committee for Construction, Housing, and Utilities of the Ministry of Industry and Construction of the Republic of Kazakhstan, Nursultan Keremkulov.
