Chairman of the Management Board of Development Bank of Kazakhstan JSC (DBK) Marat Yelibayev and Deputy Chairman of the Management Board of Baiterek National Investment Holding JSC Zhandos Shaikhy took part in a teleconference with the Head of State, during which the official launch was announced for the DBK-financed projects of KazAvtoZhol National Company JSC involving the construction and reconstruction of the Ulgaysyn–Saksaulsk, Beyneu–Saksaulsk, and Kyzylorda–Saksaulsk highways. The projects are being implemented under the Concept for the Development of the Transport and Logistics Potential of the Republic of Kazakhstan through 2030.
The reconstruction of the 312-km Ulgaysyn–Saksaulsk highway, aimed at expanding the KAZ 06 (Samara–Shymkent) transport corridor, provides for a four-lane road with a design speed of up to 120 km/h. The project is expected to create 7,665 jobs during the construction phase and 165 permanent jobs during operation. The project is planned to be financed entirely by the Bank.
The 462-km Kyzylorda–Saksaulsk highway reconstruction project forms part of the international Western Europe–Western China transport corridor linking China, Kazakhstan, and Russia with Europe. Between 2026 and 2030, the Bank plans to finance the first five construction phases covering a 130.78-km section. The project will also receive co-financing from the Islamic Development Bank and the Asian Development Bank.
The combined length of the Kyzylorda–Saksaulsk and Ulgaysyn–Saksaulsk sections totals 774 km. Their implementation will create more than 10,000 jobs during construction and increase annual freight traffic by 2.5 times, reaching 13.2 million tonnes per year.
The Beyneu–Saksaulsk construction and reconstruction project, spanning the Mangystau, Aktobe, and Kyzylorda regions, covers a total length of 800 km. The first phase предусматривает reconstruction of 559 km of the main highway, including interchanges, divided into 14 commissioning sections. The second phase includes the installation of an intelligent truck weighing system with weather monitoring, the construction and major rehabilitation of road maintenance facilities, and the construction of 240.5 km of access roads to populated areas, divided into three commissioning sections.
The project is also included in the National Infrastructure Plan through 2029. It is expected to receive co-financing from the International Bank for Reconstruction and Development (IBRD), the European Bank for Reconstruction and Development (EBRD), and the Asian Development Bank (ADB). The highway will become part of the TRACECA programme, an element of the Trans-Caspian International Transport Route (TITR), providing a direct connection between China and Europe via Kazakhstan’s seaports of Aktau and Kuryk. This will shorten the existing route by nearly 1,000 km and reduce cargo delivery time from the Chinese border to Aktau to two to three days.
All projects are expected to be commissioned in 2029. The Bank’s participation in their financing underscores its role in supporting the development of Kazakhstan’s transport infrastructure, increasing the capacity of the national road network, strengthening the country’s transit potential, and promoting the sustainable socio-economic development of the regions.
Overall, during its 25 years of operation, the Bank has financed 218 investment projects and 151 export transactions with a total value of KZT 19 trillion. These efforts have resulted in the launch of 151 new enterprises across the country and the creation of more than 38,000 jobs.
