Spanish technologies for new industrial facilities were discussed during meetings held by the Baiterek Holding in Madrid

A delegation from the Baiterek National Investment Holding, led by Chairman of the Management Board Rustam Karagoishin, held meetings in Madrid with representatives from Spanish government bodies and leading companies. Discussions focused on establishing joint manufacturing ventures in Kazakhstan, implementing Spanish technologies, and financing projects within the agro-industrial sector, the construction industry, and the oil, gas, and chemical sectors.

The delegation included Timur Onzhanov, Deputy Chairman of the Management Board of the Holding; Almat Ashirbekov, Chairman of the Management Board of the Agrarian Credit Corporation; and others.

During a meeting with Spain’s Secretary of State for Trade, María Amparo López Senovilla, the parties discussed expanding investment cooperation. Rustam Karagoishin outlined the Holding’s approach to supporting foreign investors, which includes identifying projects, finding local Kazakhstani partners, and structuring financing. The two sides also discussed preparations for the Kazakhstan-Spain Business Council meeting, scheduled to take place in Astana in 2027.

A roundtable was held at the Spanish Chamber of Commerce, attended by the Secretary of State for Trade and representatives from approximately 30 Spanish companies. Rustam Karagoishin presented opportunities for investment and the establishment of joint manufacturing ventures in Kazakhstan.

This was followed by bilateral meetings with several companies, including DLQ International Consulting, Centunion, inHAUS, Danosa, MCH Private Equity, Santalucía, and Idom, as well as various enterprises within the food industry.

“We invite Spanish companies to establish production facilities in Kazakhstan, targeting both the domestic market and the growing demand across Central Asia. We place particular importance on projects that involve technology transfer, the training of local specialists, and the manufacturing of high value-added products,” noted Rustam Karagoishin.

Matters of industrial cooperation were discussed with Juan Lladó Arburúa, President of Técnicas Reunidas. The company, which specializes in the construction of large-scale facilities for the oil and gas, chemical, and energy sectors, was recently appointed as the Spanish co-chair of the Kazakhstan-Spain Business Council. The parties explored ways to engage Spanish businesses in new industrial initiatives, including those facilitated through the Business Council.

In discussions with Josep Solé, an executive at the agribusiness group Vall Companys, the establishment of an integrated meat-processing complex was reviewed. The Kazakh side proposed a phased development model, encompassing everything from a feed mill to livestock farms, as well as processing and cold-storage facilities.

A meeting with Albert Magrans, CEO of Roca Group, focused on the expansion of the company’s manufacturing operations in Kazakhstan. Roca Group is currently implementing a project in Kyzylorda, which is geared toward the domestic market and countries in Central Asia.

“Today, we are actively attracting private and foreign capital, and we share risks with our partners.” “For Spanish companies, we have tools available at every stage of a project—from equity investment and long-term financing to export insurance and support for local suppliers,” the head of the Holding emphasized.

The proposed initiatives are aimed at establishing new processing facilities in Kazakhstan, reducing import dependency, and increasing non-raw-material exports.
