Baiterek Holding Strengthens Support for Farmers
State support for agriculture is being strengthened in Kazakhstan. The country is implementing a comprehensive set of measures aimed at technological modernization of the sector, expanding financing, and improving the efficiency of agricultural production, reports a Zakon.kz correspondent.
Key Indicators
In particular, a preferential lending program for the construction of dairy farms is being implemented to strengthen the raw material base of the dairy industry. According to the Ministry of Agriculture, 95 farms with a total capacity of more than 500,000 tonnes of milk per year have been financed in the country, 71 of which have already been commissioned. By the end of this year, another 19 farms with a capacity of approximately 100,000 tonnes are planned to be launched.
Systematic efforts are also being made in the poultry meat sector.
Over the past five years, production has increased by 58%, imports have decreased by 25%, while the share of the domestic market supplied with locally produced poultry meat has increased from 58% to 78%.
The food industry is seeing growth across all major food products. At the end of 2025, food production reached KZT 4 trillion, an increase of 8.4%.
In the first half of 2026, the sector maintained a high growth rate, with production increasing by 14.7% compared to the same period last year.
Investment in fixed assets in the agro-industrial complex is also demonstrating stable positive dynamics, reaching KZT 1.6 trillion, which is 46% higher than the previous year's level. In the first half of 2026, investment amounted to KZT 926 billion, 55% higher than in the same period last year.
A significant contribution to these results is made by Baiterek National Holding, which provides farmers with financial and technological support through its subsidiaries.
Support from Baiterek Holding
Agrarian Credit Corporation JSC (ACC) and KazAgroFinance JSC (KAF) offer farmers a wide range of instruments, from investment financing to preferential leasing of modern agricultural machinery and equipment.
“The comprehensive support system makes it possible to accompany projects at virtually all stages of their implementation. While ACC finances the construction of new facilities and modernization of existing production facilities, KAF ensures the technological renewal of agricultural enterprises by providing machinery and equipment under preferential leasing terms. This approach contributes not only to the creation of new production capacities, but also to improving the efficiency of Kazakhstan’s agro-industrial complex,” the Holding notes.
Through ACC, 24 projects worth KZT 5.2 billion were financed in 2025. In the first half of 2026, 20 projects worth KZT 7.2 billion were financed.
Through KAF, leasing agreements totaling KZT 268.9 billion were concluded in 2025 for the acquisition of 10,393 units of machinery. In the first half of 2026, leasing agreements totaling KZT 250 billion were concluded for 7,769 units of machinery.
“One of the key instruments for developing agriculture is investment financing provided by ACC. Thanks to its support, projects in dairy and meat livestock farming, poultry farming, crop production, seed production, and irrigation are being implemented across the country's regions. As a result, new production facilities are being created, modern technologies are being introduced, and domestic agricultural output is increasing,” Baiterek emphasizes.
Who Received Support Through ACC
In the East Kazakhstan Region, support was provided to Ruliha LLP, which implemented a dairy farming development project. The enterprise specializes in growing grain and oilseed crops, breeding dairy cattle, and producing milk. The project was a continuation of the first stage of a dairy farm commissioned in 2021 and was launched in November 2025. The development of production involves the use of highly productive pedigree cattle, modern technological equipment, and existing production infrastructure.
As a result of the expansion, the farm's production capacity reached more than 3,300 tonnes of milk per year, and approximately 10 new jobs were created. In 2025, investment in the project amounted to approximately KZT 1.27 billion. The project contributes to increasing milk production and further developing dairy farming in the region.
In the Akmola Region, several projects aimed at developing poultry farming and improving the efficiency of crop production received support. In particular, Akkol Kus LLP implemented a project to establish, expand, and modernize a poultry farm. As part of the project, the enterprise acquired a set of modern imported equipment, which made it possible to modernize production processes and create capacity to produce 180 tonnes of poultry meat per year. The investment amounted to KZT 36.6 million. The project was commissioned in June last year.
The development of poultry production contributes to increasing domestic output and expanding the region's production capacity.
Another project was implemented by SASS-Agro LLP, which specializes in the production of fruit and vegetable, industrial, and oilseed crops using irrigation systems. A key feature of the project was the commissioning of a sprinkler irrigation system. This makes it possible to use water resources more efficiently and improve the productivity of crop production. Production capacity amounts to 493 tonnes of wheat and rapeseed per year, while investment totaled KZT 174.1 million. The project was commissioned in August 2025.
For the region, such projects have a comprehensive impact: agricultural production facilities are being modernized, modern technologies and water-saving solutions are being introduced, and agricultural output is increasing. Taken together, these measures contribute to improving the efficiency of agriculture and strengthening the region's food production potential.
In the Zhambyl Region, projects aimed at developing poultry farming and improving crop production efficiency through the introduction of modern technologies are being implemented.
One such project involved the modernization of the poultry farm of Aulie-Ata Phoenix LLP. The enterprise operates using Dutch technology and has a production capacity of 2,000 tonnes of poultry meat per year. The project involves the establishment, expansion, and modernization of poultry production using modern technological solutions that improve productivity and product quality. Investment amounted to KZT 20.3 million. The project created 250 new jobs. The poultry farm was commissioned in March 2025.
Another project was implemented by NUR-DAULET Peasant Farm. It focuses on growing agricultural crops using modern irrigation systems. Investment amounted to KZT 36.9 million, while production capacity exceeds 1,500 tonnes of sugar beet, potatoes, and melons and gourds per year. The introduction of modern irrigation systems makes it possible to optimize irrigation schedules, use water resources and fertilizers more efficiently, and improve the efficiency of agricultural production. The project was commissioned in December 2025.
In the North Kazakhstan Region, a project of the limited partnership Mambetov and Company was implemented. The enterprise specializes in seed production, growing grain crops, and pedigree livestock farming. The project is aimed at developing a network of dairy farms and involves modernization of existing production facilities with modern equipment. Investment amounted to KZT 105.1 million, while production capacity is 1,300 tonnes of milk per year. The project was commissioned in June 2025. Modernization of the farm will increase milk production, improve livestock farming efficiency, and enhance the quality of its products.
In the Zhetisu Region, Tau Samal LTD LLP, which is developing a dairy farm with a production capacity of 5,200 tonnes of milk per year, received support. Investment in the establishment of the modern production facility amounted to KZT 184.5 million, and 41 jobs were created. The farm is equipped with modern machinery and was commissioned in May 2026. Its operations will increase milk production and contribute to the development of dairy farming in the region.
Technologies in Agriculture
Through KazAgroFinance JSC, Baiterek Holding supports the technological modernization of the agro-industrial complex by providing farmers with access to modern agricultural machinery and equipment under preferential leasing terms. This enables farms to renew their machinery and tractor fleets, introduce new technologies, and improve production efficiency.
In recent years, with the support of KAF, a number of major projects for the technical re-equipment of agricultural enterprises have been implemented in various regions of the country.
“In the Kostanay Region, Prirechnoye Agro KST LLP and Grand LLP, which specialize in growing grain and oilseed crops, received support. Through the preferential leasing mechanism, the enterprises renewed their agricultural machinery fleets, enabling them to improve the efficiency of cultivating more than 56,000 hectares of agricultural land and increase the productivity of field operations. In the Pavlodar Region, Ivanovskoye LLP, which is engaged in crop production, acquired modern agricultural machinery. The implementation of the project contributes to improving the efficiency of cultivating more than 14,000 hectares of cropland and further modernizing production,” the Holding notes.
In the Kyzylorda Region, AA Agro Kyzylorda LLP implemented a project to grow agricultural crops using modern irrigation technologies. The new machinery makes it possible to efficiently cultivate 7,000 hectares of agricultural land, with plans to expand the area to 14,500 hectares. The enterprise's products are intended both for the domestic market and for export to the UAE and Hong Kong.
Another example is Harvest Invest LLP in the North Kazakhstan Region, where a modern high-productivity crop production enterprise is being established with the support of KazAgroFinance. The use of new machinery will improve the efficiency of cultivating 6,200 hectares of cropland and strengthen the export potential of the enterprise, which supplies products to the Chinese market.
It is worth noting that KAF has included unmanned aerial systems in its Agroleasing program, enabling agricultural producers to introduce precision farming technologies under preferential leasing terms. The use of agricultural drones makes it possible to carry out highly precise field treatment, reduce the consumption of plant protection products, and improve the efficiency of agricultural production.
Thus, in 2025 and the first half of 2026 alone, dozens of investment projects in the agro-industrial complex were implemented with the support of Baiterek Holding – from the construction of modern dairy farms and poultry farms to the introduction of irrigation systems and the renewal of agricultural machinery fleets. The comprehensive use of financing and preferential leasing instruments contributes to the modernization of agriculture, productivity growth, and increased competitiveness of Kazakhstan's agro-industrial complex.
