From Localization to Export: Baiterek Holding Presents a Comprehensive Support System for the Machine-Building Industry

On April 2–3, 2026, Astana is hosting the 13th Forum of Machine Builders of Kazakhstan — the country’s main dialogue platform between the government and business for discussing industry development. The event has brought together more than 1,000 participants, including over 100 foreign delegates from more than 20 countries. Baiterek National Managing Holding JSC took part in two key panel sessions of the forum.

At the session “Implementation of the Comprehensive Plan for the Development of the Machine-Building Industry,” Deputy Chairman of the Management Board of Baiterek Holding, Zhandos Shaikhy, presented the current financial support measures for the sector.

“The Industrial Development Fund has been fully reoriented toward the machine-building sector. Our pipeline is primarily focused on automotive, railway, agricultural, and electrical engineering. We are ready to introduce new financial instruments as market demand evolves,” Zhandos Shaikhy emphasized.

At the session “Kazakhstan’s Investment Potential: The Role of Foreign Partners in the Development of the Machine-Building Industry,” Deputy Chairman of the Management Board Timur Onzhanov outlined a comprehensive support system for foreign corporations considering production localization in Kazakhstan and highlighted the key priorities of the Holding’s updated model.

“Today, a country’s competitiveness is determined not only by the volume of capital attracted, but also by how effectively that capital is transformed into factories, technologies, competencies, and exports. That is why supporting joint production projects involving foreign corporations is a strategic priority for us,” said Timur Onzhanov.

Baiterek Holding offers a wide range of support instruments for machine-building projects, including investment and leasing financing, guarantee mechanisms, export insurance, and equity financing through its subsidiaries. Among the implemented projects are the multi-brand automobile plant Astana Motors Manufacturing Kazakhstan, with a capacity of up to 90,000 vehicles per year, and the CKD production facility SaryarkaAvtoProm in Kostanay, which together have created nearly 8,000 jobs.

The forum is organized by the Ministry of Industry and Construction of the Republic of Kazakhstan and the Union of Machine Builders of Kazakhstan.
