Export Credit Agency Implements Pre-Export Financing Program at a Rate Not Exceeding 12.6%

As part of the Baiterek Holding’s initiative to support and develop entrepreneurship and key investment projects totaling 8 trillion tenge, the Export Credit Agency of Kazakhstan JSC is implementing a pre-export financing mechanism at an annual rate not exceeding 12.6%.

This financing tool is available through second-tier banks as well as the Development Bank of Kazakhstan.
Pre-export financing is a vital support instrument offered by the Export Credit Agency of Kazakhstan (ECA), enabling producers to attract funds for purchasing raw materials, performing work, or providing services tied to their export obligations.

One notable example of this mechanism’s implementation was the agreement between ECA, the Development Bank of Kazakhstan, and leading enterprises in the oil and fat processing industry. The deal involved financing forward purchases of agricultural raw materials.
Another highly demanded tool in ECA’s portfolio is trade financing, which actively contributes to diversifying Kazakhstan’s export flows to Central Asian countries. The final trade financing rate in Uzbekistan, Kyrgyzstan, and Tajikistan is up to 9.5% per annum in US dollars.

Other key instruments include insurance for loans, deferred payments, or deliveries under export contracts, various types of guarantees (e.g., bid bonds for international tenders, performance guarantees), and services for verifying foreign counterparties.

"According to preliminary results for the first half of the year, more than 40 domestic exporters received support through ECA’s tools — such as insurance, reinsurance, pre-export and trade financing, and guarantees — totaling around 300 billion tenge. By the end of the year, ECA aims to support export operations exceeding 600 billion tenge," said Nurgul Alipinova, official representative of the Export Credit Agency of Kazakhstan JSC.

Today, thanks to the development of digital services and the launch of new products, accessing ECA services has become much easier. Exporters can submit applications through the digital platform — Exporter's Personal Account — available on the official ECA website (https://online.kazakhexport.kz) and the bgov.kz business support portal. The system enables real-time application tracking.
