In Beijing, a delegation of National Investment Holding Baiterek, led by Chairman of the Management Board Rustam Karagoishin, held a series of meetings with the senior management of China's leading financial institutions. The main focus of the talks was attracting long-term financing for projects in Kazakhstan's manufacturing industry, agro-industrial complex, infrastructure, and energy sectors.
The initiative is being carried out in line with the instructions of Head of State Kassym-Jomart Tokayev to attract long-term capital and expand financing for the real sector of the economy. Amid a new investment cycle, the Holding is stepping up its efforts to develop and support projects that address the country's needs. Cooperation with Chinese financial institutions is intended to expand the funding base for their implementation.
“As a national investment holding, we are transitioning to a proactive investment policy. This involves attracting long-term capital, proactively developing investment projects, and advancing strategic sectors of Kazakhstan's economy. We see opportunities to expand financing for manufacturing, the agro-industrial complex, infrastructure, and energy through partnerships with Chinese financial institutions,” said Rustam Karagoishin.
During a meeting with Liao Lin, Chairman of the Board of Directors of the Industrial and Commercial Bank of China (ICBC), the parties discussed expanding cooperation in lending and capital markets. The partnership with ICBC already supports Kazakhstani enterprises through Agrarian Credit Corporation and the Industrial Development Fund.
At a meeting with Huang Zhijiang, President of China Development Bank (CDB), Rustam Karagoishin discussed opportunities for long-term financing of projects implemented by companies within the Baiterek Holding group. Cooperation with CDB is already producing tangible results: with the bank's funding, projects in gas processing, energy, metallurgy, and road infrastructure are being financed in Kazakhstan. Expanding the partnership will increase opportunities to support capital-intensive projects that require long-term financing.
During talks with Liu Chenggang, Vice President of Bank of China, the parties explored potential financing opportunities. Particular attention was given to cooperation with Bank of China in Hong Kong and leveraging the bank's capabilities to raise funds in international capital markets.
A common topic at the meetings with ICBC and Bank of China was preparations for the Holding's debut issuance of dim sum bonds, denominated in Chinese yuan and issued outside mainland China. Raising funds through this instrument will help broaden the pool of international investors and diversify funding sources for projects in Kazakhstan.
The talks in Beijing are aimed at establishing a financial foundation for the next stage of the Holding's investment activities. For Kazakhstan, the practical significance of this cooperation lies in expanding opportunities to launch and modernize manufacturing facilities, process agricultural products, develop energy capacity, and improve transport infrastructure. The implementation of these projects is expected to create jobs, increase the production of higher value-added goods, and strengthen the country's export potential.
