Baiterek will allocate over 1.2 trillion tenge to support the agro-industrial complex in 2026.

As part of Prime Minister of the Republic of Kazakhstan Olzhas Bektenov's working visit to the North Kazakhstan Region, Rustam Karagoishin, Chairman of the Board of JSC National Investment Holding Baiterek, joined the delegation to visit several agricultural enterprises in the region and meet with farmers.

During the visit, participants learned about the progress of investment projects in the agro-industrial complex, issues of technical modernization of agricultural production, and preparations for the completion of spring field work. Particular attention was paid to government support measures for farmers, increasing labor productivity, and developing processing capacities.

Following the site visit, a meeting was held to discuss the completion of spring field work and the development of the agro-industrial complex, at which the head of the Baiterek holding company reported on financial support measures for farmers.

This year, over 1.2 trillion tenge is planned to be allocated to support the agro-industrial complex, of which 699 billion tenge has already been allocated. Up to 750 billion tenge is allocated for sowing and harvesting, taking into account early funding from the end of last year.

Currently, farmers have received loans totaling 573 billion tenge, covering approximately 6.8 million hectares of cultivated land, including approximately 118 billion tenge issued in the North Kazakhstan region for the cultivation of more than 1.3 million hectares. To support farmers, the Damu Fund has issued 1,700 guarantees totaling 232 billion tenge, allowing farmers to receive loans totaling 273 billion tenge, or 48% of the total loan volume.

310 billion tenge is planned for updating the agricultural machinery fleet this year. Contracts have already been signed for 6,300 units of equipment worth 212 billion tenge, with domestically produced agricultural machinery accounting for 90%.

Baiterek Holding is also developing new areas of support for the industry. As part of the Comprehensive Livestock Development Plan, up to 220 billion tenge in investment funding is provided through the Agrarian Credit Corporation. These include the "Igilik" and "Bereke" preferential programs for the purchase of breeding stock and the "Zhailau" program for beef livestock projects at a 6% annual interest rate. At the direction of President Kassym-Jomart Tokayev, funding will begin for the construction and modernization of grain elevators, and KazAgroFinance has approved a program for the implementation of sprinkler systems and drip irrigation.

At the end of last year, Baiterek acquired the status of an investment holding company, which implies a transition to a proactive investment policy.

"Under the Investment Order program, we are working on the implementation of approximately 250 projects in the agro-industrial complex worth a total of 3 trillion tenge, including 17 projects in the North Kazakhstan region worth approximately 180 billion tenge. The holding is ready to engage in direct dialogue with the initiators of investment projects and provide the necessary support in structuring and financing them through its subsidiaries," emphasized Rustam Karagoishin.

Baiterek Holding will continue to provide comprehensive financial support to farmers across all key areas of the industry – from sowing and harvesting to the implementation of major investment projects, helping to strengthen the country's food security and increase investment activity in the regions.

For reference:

National Investment Holding Baiterek JSC is a national development institution that unites several subsidiary financial companies and implements state policy to support entrepreneurship, develop the real sector of the economy, and attract investment.

Support for the agro-industrial complex within the holding is provided by the Agrarian Credit Corporation and KazAgroFinance: The Agrarian Credit Corporation provides farmers with preferential loans for spring sowing and harvesting, purchasing breeding livestock, and implementing investment projects in the industry, while KazAgroFinance finances and leases modern agricultural machinery and equipment.
