"Baiterek" Holding strengthens investment cooperation with Germany

From August 26 to 28, 2026, a working visit by a Kazakh delegation to the Federal Republic of Germany took place. The highlight of the program was the 17th meeting of the Kazakh-German Business Council on Strategic Cooperation, held in Berlin.

The delegation included Alibek Kuantyrov, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan; Olzhas Saparbekov, Vice Minister of Industry and Construction of the Republic of Kazakhstan; and representatives of government agencies and national companies. The German side was represented by business associations, financial institutions, and companies in the energy, manufacturing, metallurgy, mechanical engineering, transport, and logistics sectors.

Speaking at the business council meeting, Timur Onzhanov, Deputy Chairman of the Management Board, discussed the transformation of Baiterek Holding into a national investment holding company and its approaches to comprehensive support for investment projects.

"Our goal is to translate agreements with German businesses into concrete projects that create new production facilities, technologies, and jobs in Kazakhstan. To this end, the Holding is pooling the capabilities of its subsidiaries and expanding its partnership with German companies and financial institutions," he noted.

Currently, the Baiterek Group's portfolio includes five projects with German participation, valued at approximately $3.9 billion. These include a sodium cyanide plant, a potash fertilizer complex, a wind farm, and production facilities for automotive paints and coatings and flexible packaging. These projects are expected to create approximately 1,600 permanent jobs.

Furthermore, the Holding's management held talks with key German financial institutions, such as KfW and Euler Hermes, to explore ways to expand cooperation in attracting long-term financing and export credit support for projects implemented in Kazakhstan.

The Holding's key priority is the localization of production and the creation of added value within the country. These include projects that ensure technology transfer, advanced processing of domestic raw materials, and the creation of permanent jobs in Kazakhstan's regions, rather than simply supplying finished products.

A separate section was devoted to Alatau City: German businesses were presented with opportunities to host new production facilities and logistics projects, as well as participate in the development of the city's engineering, transport, and digital infrastructure.

As part of the working program, Timur Onzhanov also participated in bilateral meetings with representatives of leading German industrial, technology, and infrastructure companies: Deutsche Bahn (railway infrastructure and transport consulting), Rhenus SE (logistics and terminal infrastructure), Gizeh Verpackungen (packaging production), and D.A.R. Metall (supplies of metals and industrial raw materials), WILO Group (pumping equipment and water technologies), Koch Solutions (conveyor systems), HMS Bergbau (trading in raw materials and energy resources), Aurubis (copper and non-ferrous metal processing), and Siemens Energy (power equipment and network technologies), as well as representatives of the German Chamber of Commerce and Industry.

During the meetings, the parties discussed the structuring and financing of joint projects, localization of production, the supply of technological equipment, and the expansion of German business participation in the implementation of investment initiatives in Kazakhstan.

For reference: The Kazakh-German Business Council (KGDC) for strategic cooperation was established in July 2010 based on a memorandum signed during the official visit of the German Federal Chancellor to Kazakhstan. The KGDC is a key institutional mechanism for the development of bilateral trade and economic relations and provides coordination and advisory support for interactions between companies, enterprises, and business associations of the two countries.

Baiterek Holding serves as the Deputy Co-Chair of the Business Council on the Kazakh side and holds annual bilateral meetings with German companies and financial institutions, ensuring continuity of the agenda and consistent development of joint initiatives between Business Council meetings.
