On August 13, at a government briefing, First Deputy Chairman of the Management Board of ‘Baiterek’ National Managing Holding Nurbolat Aidapkelyov responded to a question about what measures to support the agro-industrial complex (AIC) were implemented by the holding in the first half of 2025, Zakon.kz reports.
Journalists inquired about the total volume of AIC financing planned for 2025 and the programs currently available for farmers and processors.
“In general, for the AIC, our plan is 1 trillion tenge. In 2024, we allocated about 823 billion, and this year we plan 1 trillion tenge: 750 billion through the Agrarian Credit Corporation and 250 billion for agricultural machinery leasing. To date, 676 billion has already been allocated for financing. The main programs are Ken Dala and Ken Dala 2, intended for spring fieldwork and harvesting. There is also the Agrobusiness program to support investment projects, as well as a program providing microloans in agriculture,” said Nurbolat Aidapkelyov.
He noted that within the framework of agricultural machinery leasing at an annual interest rate of 5%, support is provided to domestic producers, including for the purchase of machinery manufactured in Kazakhstan. The Ken Dala and Ken Dala 2 programs also provide working capital at the same interest rate.
“Since last year, another instrument has been introduced: for agricultural producers who lack sufficient collateral, 85% guarantees are provided through Damu in their favor. In addition, for the first time in December last year, financing for the spring fieldwork of the current year was launched — this mechanism will continue this year as well,” assured Nurbolat Aidapkelyov.
The speaker also stated that 44 billion tenge at 5% annual interest is allocated for processors, and from August 1, the development of 50 billion tenge to support livestock farming will begin.
