On July 11, 2025, Deputy Chairman of the Management Board of ‘Baiterek’ National Managing Holding JSC, Timur Onzhanov, spoke at the international conference Chengdu Finance Week: AIFC Day, held as part of Chengdu Finance Week with the support of the China Institute of Financial Innovation (CIFI).
The event brought together hundreds of participants, including representatives of Chinese government agencies, major financial and investment institutions, corporations, and the expert community. The session on infrastructure investment, financial services, and technologies featured speakers from the Astana International Financial Centre (AIFC), KTZ Express China, CICC International, China Construction Bank, and Brillink Bank.
In his address, Timur Onzhanov introduced Baiterek as a key development institution and the main financial agent of the Government of the Republic of Kazakhstan. He highlighted the state support instruments provided through the Holding’s subsidiaries, covering industry, exports, the agro-industrial sector, small and medium-sized businesses, venture financing, and mortgage lending.
Special attention was given to the successful cooperation with Chinese financial institutions, including China Development Bank, CICC, Sinosure, and China Construction Bank, which has facilitated the financing of infrastructure and industrial projects in Kazakhstan.
“Kazakhstan and China have great potential to expand their partnership. Baiterek is ready to act as a one-stop shop for Chinese investors, offering comprehensive solutions — from financing and insurance to investment project support. We are open to new forms of cooperation and invite our Chinese partners to deepen collaboration,” emphasized Timur Onzhanov.
He also announced that in 2025, the Holding plans to allocate over USD 16.2 billion to support the country’s priority economic sectors, with this amount potentially reaching USD 20.5 billion by 2027.
Chengdu Finance Week: AIFC Day was part of the extensive roadshow of the Astana International Financial Centre and was held under the banner of the series “Tailored Finance and Innovation Solutions in Chengdu.” During the forum, a Memorandum of Strategic Cooperation was signed between the AIFC Authority and the China Institute of Financial Innovation (CIFI), and an agreement was reached between AIX and CIFI to develop capital markets.
The delegation also visited key innovation hubs in Sichuan Province, including the HarmonyOS Innovation Center, Chengdu Sci-Tech Innovation Eco-Island, Bailuwan Science and Technology Eco Park, and the Jiaozi Financial District, where they familiarized themselves with the latest technologies in smart cities, green, and digital finance.
