On November 13, Baiterek National Managing Holding JSC held a meeting chaired by Rustam Karagoyshin, Chairman of the Management Board of Baiterek National Managing Holding JSC, with the participation of a delegation from the Karaganda Regional Akimat, dedicated to reviewing investment initiatives and developing the region’s industrial potential.
The event was attended by the leadership of the Holding and its subsidiaries, Oraz Taurbekov, Deputy Akim of the Karaganda Region, as well as heads of relevant departments and representatives of the regional business community.
During the discussion, the regional delegation presented projects in the fields of light industry, production of workwear and personal protective equipment, household appliances, construction and finishing materials, raw material processing, as well as initiatives in the agro-industrial complex. Special attention was paid to areas focused on import substitution and the formation of sustainable local production chains.
It should be noted that from 2026, a new state program, “Investment Order,” will commence in Kazakhstan, with the Holding playing a key role in its implementation. The program aims to create a list of specific production projects required by the country, while the Holding will act as the operator for selecting and supporting initiatives capable of increasing industrial output and developing export potential.
Representatives of the Holding’s subsidiaries — Development Bank of Kazakhstan, Industrial Development Fund, Qazaqstan Investment Corporation, Agrarian Credit Corporation, Damu Entrepreneurship Development Fund, and Kazakhstan Housing Company — outlined approaches for further project development, including requirements for technological readiness, business models, and scaling parameters.
Rustam Karagoyshin, Chairman of the Management Board of the Holding, emphasized the need for a comprehensive approach when preparing regional initiatives:
"For further consideration, not only the idea itself but also its practical viability is important. Our approach is aimed at ensuring that support instruments include projects capable of producing in-demand products and generating a sustainable economic impact," he noted.
In conclusion, the parties agreed to continue joint work to refine the parameters of the presented initiatives and prepare projects for further consideration within the Holding’s instruments and state investment policy.
This event is part of the Holding’s systematic work in engaging with the regions. In the near future, Baiterek National Managing Holding will hold similar meetings with the Akimats of all 19 regions of Kazakhstan to discuss investment attraction, regional production development, project pool formation, and assessment of local industrialization potential.
