Baiterek National Managing Holding Discussed the Development of Investment Projects in the Turkistan Region

On December 11, a meeting between Rustam Karagoishin, Chairman of the Management Board of Baiterek National Managing Holding, and Nuralkhan Kusherov, Akim of the Turkistan Region, was held at the Holding’s headquarters. The meeting was also attended by the leadership of the Holding and its subsidiaries, as well as a delegation from the regional akimat.

The parties discussed key areas of cooperation and the instruments of the Holding that may be utilized to accelerate the socio-economic development of the region. Special attention was given to housing construction, the development of engineering infrastructure, support for small and medium-sized businesses, and the financing of promising investment projects in the region.

During the meeting, the regional akimat presented information on the region’s need for financing housing construction, including the requirement to provide loan resources for queue-registered citizens to purchase apartments through the Holding’s subsidiary — Otbasy Bank JSC — as well as the development of infrastructure projects under housing programs. In addition, new approaches to implementing financing mechanisms for developers through regional development institutions were discussed.

The akimat presented a pool of projects in industry, engineering infrastructure, and the development of industrial zones, including the need to attract financing through the Holding’s institutions. Opportunities for the participation of Development Bank of Kazakhstan and Industrial Development Fund in the implementation of projects in the Turkistan Region were reviewed.

A separate block of issues focused on supporting agriculture, including subsidizing interest rates, extending leasing obligations, and expanding farmers’ access to concessional loans. Measures were also discussed to increase financing under the Keng dala program, agricultural machinery leasing, and the development of processing capacities.

Rustam Karagoishin, Chairman of the Management Board of the Holding, emphasized that Baiterek is consistently strengthening the role of financial instruments aimed at supporting regional development and is ready for further joint work on the proposals of the akimat.

“Supporting regional development is one of the key priorities of the Holding. The Turkistan Region demonstrates strong potential in industrial, agricultural, and infrastructure areas, and our task is to ensure access to effective financial tools that will accelerate the implementation of projects and create stable conditions for economic growth. We are ready to work systematically with the region on all the initiatives outlined,” he noted.

Following the meeting, the parties agreed to continue joint work on elaborating a roadmap detailing project solutions, including financing instruments, implementation mechanisms, and the expected economic impact.
