Baiterek National Managing Holding and the Turkistan Region Akimat Signed a Memorandum of Cooperation

On October 7–8, a delegation from Baiterek National Managing Holding, headed by Deputy Chairman of the Management Board Zhandos Shaikhy, visited the Turkistan Region.

The purpose of the visit was to study the progress of investment projects, visit enterprises in the industrial and agricultural sectors, and discuss further measures to develop entrepreneurship using the instruments of the Holding and its subsidiaries.

The delegation included representatives of the Holding’s subsidiaries — Development Bank of Kazakhstan, Damu Entrepreneurship Development Fund, Qazaqstan Investment Corporation, Export Credit Agency of Kazakhstan, Agrarian Credit Corporation, KazAgroFinance, and the Industrial Development Fund.

On the first day, the delegation visited a cotton cleaning and processing plant in the Otyrar district, which is implementing a project to establish a cotton-textile cluster. The project aims to develop a full production cycle — from cotton cultivation to the manufacture and export of finished products. The total investment volume amounts to USD 420 million. The project’s implementation will create over 4,000 jobs and make a significant contribution to the development of Kazakhstan’s light industry.

That same day, the AQ-DALA Cotton Growers Festival was held on the plant’s premises, dedicated to World Cotton Day, which is celebrated annually on October 7. As part of the festival, excursions to cotton fields, an exhibition of agricultural and cotton machinery, and presentations of modern agricultural technologies were organized.

Baiterek National Managing Holding is considering participation in the further development of similar industrial and agricultural initiatives in the region through the use of financing and investment support instruments. Earlier, on August 7, 2025, Baiterek National Managing Holding and Kazakhstan Lihua LLP signed a memorandum of cooperation providing for joint efforts in implementing agro-industrial projects and developing export-oriented production facilities.

As part of the visit, a meeting was also held at the Turkistan Region Akimat with the participation of Deputy Akim of the region Nurbol Turashpekov, the Holding’s management, and representatives of its subsidiaries.
During the discussion, the parties exchanged views on business development, investment attraction, and expanding entrepreneurs’ access to financial support instruments.

Following the meeting, a memorandum of cooperation was signed between the Turkistan Region Akimat and Baiterek National Managing Holding. The document is aimed at implementing joint measures to support micro-, small-, and medium-sized businesses, develop the manufacturing industry, the agro-industrial complex, and infrastructure projects.

The Turkistan Region demonstrates a high potential for growth — not only in the agricultural and manufacturing sectors but also in tourism. We see excellent opportunities for developing Kazakhstan’s light industry through the cultivation and processing of domestic raw materials, creating added value, and entering the global Fast Fashion market with finished products. The Holding is ready to support local entrepreneurs by offering a wide range of financing, guarantee, and insurance instruments for the implementation of investment and infrastructure projects,” noted Deputy Chairman of the Management Board of the Holding Zhandos Shaikhy.

On the second day of the visit, the Holding’s delegation visited the TURAN Special Economic Zone, where a PVC pipe production plant and a spinning enterprise are in operation. The visited facilities demonstrate the Turkistan Region’s potential in developing the manufacturing industry and attracting further investment.

The visit concluded with a meeting with local entrepreneurs at the Damu Fund branch, held in the format of an Open Doors Day. During the meeting, entrepreneurs were introduced to current and new support programs aimed at business development and expanding production capacities.
