Baiterek National Investment Holding Presented Kazakhstan’s Investment Opportunities at Kazakhstan Investment Day

On February 24, 2026, the Kazakhstan Investment Day conference was held in Frankfurt am Main at the headquarters of KfW Bankengruppe, organized with the participation of the Eastern Committee of the German Economy and the Embassy of the Republic of Kazakhstan in the Federal Republic of Germany (FRG). Timur Onzhanov, Deputy Chairman of the Management Board of Baiterek National Investment Holding, spoke during a panel discussion dedicated to financial instruments for German, European, and Kazakhstani investors.

The event brought together more than 140 participants, including representatives of major German financial institutions, industrial companies, and government bodies. Welcoming remarks were delivered by Member of the Executive Board of KfW Bankengruppe, and H.E. Nurlan Onzhanov, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the FRG. Keynote speeches were presented by Dr. Thomas Steffen, State Secretary at the Federal Ministry for Economic Affairs and Energy of Germany, and Yersayin Nagaspayev, Minister of Industry and Construction of the Republic of Kazakhstan.

In his address, Timur Onzhanov presented Baiterek National Investment Holding as Kazakhstan’s key development financial institution and outlined five core investor support instruments:

• investment project lending through the Development Bank of Kazakhstan;

• leasing financing through the Industrial Development Fund and KazAgroFinance;

• export insurance through the Export Credit Agency of Kazakhstan;

• SME support through the Damu Entrepreneurship Development Fund;

• equity financing through Qazaqstan Investment Corporation.

“Since the beginning of this year, Baiterek has been transformed into an investment holding. The new model focuses on proactive investment attraction and comprehensive project support — from structuring to financing. We are open to partnership with German businesses and ready to offer integrated financial solutions,” Timur Onzhanov noted.

He also presented the Holding’s new operational model based on two principles: “Investment Order” — comprehensive development of projects initiated by ministries and regions, and “Investor Order” — targeted capital attraction through a single investment window with the participation of embassies and financial partners.

Special attention in his speech was given to the prospects of Kazakh-German cooperation in the areas of critical raw materials, green energy, and industrial decarbonization.

During his visit to Germany on February 23–24, Timur Onzhanov also held working meetings with the management of KfW Research, KfW Development Bank, Deutsche Bank, and Euler Hermes. The discussions focused on co-financing of investment projects, exchange of analytical methodologies, and the development of export insurance instruments. In addition, a trilateral meeting was held with Michael Harms, Executive Director of the Eastern Committee of the German Economy, and representatives of the Embassy of Kazakhstan in the FRG.
