Ryскhan Nugurbekov, Managing Director of Baiterek Holding, took part in an off-site meeting of the Committee on Economic Policy, Industry and Energy of the Kurultai of the Republic of Kazakhstan in Ust-Kamenogorsk. The participants reviewed measures to support domestic food industry producers, using enterprises in the East Kazakhstan Region as examples, and discussed existing challenges facing the sector.
The meeting was chaired by Natalia Godunova, Head of the Committee, and attended by East Kazakhstan Region Akim Nuryimbet Saktaganov, members of parliament, representatives of relevant ministries, the Atameken National Chamber of Entrepreneurs, and the business community.
The discussion focused on developing agricultural raw material processing, removing barriers for producers, improving the competitiveness of domestic food products, and promoting exports. Particular attention was paid to government support mechanisms and the gradual transition from commodity-specific subsidies to concessional lending.
Ryскhan Nugurbekov represented Baiterek Holding in discussions on industry support. The Holding's participation in the off-site meeting provided an opportunity to examine producers' needs through direct dialogue with enterprise representatives, government bodies, and members of parliament.
In his speech, he outlined the Holding's systematic efforts to develop domestic value creation through investment project financing. Financing agreements now include counter-obligations to engage Kazakhstani manufacturers and contractors, with their justification verified using digital analytical tools. Particular emphasis is placed on supporting the food industry and developing raw material supply chains. To this end, the Holding has launched a Catalogue of Products Manufactured by Its Clients, which facilitates the conclusion of offtake contracts and creates opportunities to establish guaranteed domestic production chains.
“For the food industry to develop, support measures must address the actual needs of enterprises. Producers need access to affordable financing to purchase raw materials, upgrade equipment, and expand processing capacity. Direct dialogue with businesses therefore helps identify the financial instruments needed to address these challenges. For Baiterek Holding, the priority is to support projects that increase domestic production and strengthen the country's food security,” he noted.
The programme included visits to Vostok-Moloko Corporation LLP, Ukrainka Farm, and Altai Mai LLP. The enterprises' management presented an overview of their current operations and outlined issues that need to be addressed to support their further development.
The discussions aimed to improve approaches to supporting the food industry, expand the processing of domestic agricultural raw materials, and strengthen the position of Kazakhstani producers in domestic and international markets.
