Baiterek Holding signed a $1 billion memorandum on the development of Kuryk port

Kazakhstan Global Investment Roundtable 2026 (KGIR-2026) was held in Shymkent under the chairmanship of Prime Minister of the Republic of Kazakhstan Olzhas Bektenov. The event was attended by a delegation of the Baiterek Holding Company headed by Chairman of the Board Rustam Karagoishin. During the forum, the Holding signed a memorandum of cooperation with the Chinese company Guoyou Materials Group on the implementation of an investment project worth 1 billion US dollars. The delegation included Anna Lukina, Managing Director of the Holding, and Vladimir Li, Deputy Chairman of the Board of the Development Bank of Kazakhstan.

The forum brought together representatives of government agencies, international financial institutions and foreign companies. The central theme of the plenary session was the new investment cycle of Kazakhstan, including the attraction of long-term capital and the implementation of projects in priority sectors of the economy.

The memorandum signed by Rustam Karagoishin and Yu Boyan, Chairman of the Board of Directors of Guoyou Materials Group, is aimed at cooperation on the construction of a multifunctional terminal as part of the first stage of the Kuryk Port development. The holding is considering the possibility of comprehensive project support using the tools of its subsidiaries.

Guoyou Materials Group specializes in international trade, logistics and supply chain management. The Group, headquartered in Tianjin, unites 33 subsidiaries. In Kazakhstan, it is represented by Kazakhstan Guoyou Investment, which implements a port and logistics project in the Mangystau region.

The Kuryk project provides for the creation of a multifunctional terminal with a capacity of 15 million tons of cargo per year at the first stage with the prospect of further expansion. The development of the port infrastructure will increase the possibilities of cargo transportation along the Trans-Caspian International Transport route, strengthen the transit potential of Kazakhstan and expand the access of domestic exporters to foreign markets.

The business program will continue with bilateral meetings with foreign partners. In particular, the Holding's delegation is scheduled to hold talks with the management of Guoyou Materials Group to discuss the financial model of the project, possible support mechanisms and further steps for its implementation.
