Chairman of the Management Board of National Managing Holding Baiterek, Rustam Karagoyshin, delivered a report at a meeting of the Government of the Republic of Kazakhstan on the progress of financing spring field and harvesting operations for the 2026 agricultural season.
Under the preferential lending program “Ken Dala 2,” KZT 534 billion has currently been disbursed. Preferential loans were provided to 4,200 agricultural producers, covering more than 6.4 million hectares of sown land. By the end of the season, the total financing volume is expected to reach KZT 750 billion, covering 9,000 farms and 9 million hectares. Compared to 2023, financing has increased fivefold.
Loans are issued at an annual interest rate of 5% for a term of up to 18 months. To improve access to financing, credit lines with terms of up to 36 months have been introduced, allowing borrowers to repeatedly access funds without submitting a full set of documents each time. Applications, including online submissions, have been accepted since October 2025. To expand access, loans are issued both directly through branches of the Agrarian Credit Corporation and through a partner network of financial institutions, which account for approximately 72% of all loans issued.
To support farms with insufficient collateral, a guarantee mechanism provided by Damu Entrepreneurship Development Fund has been implemented, covering up to 85% of the loan amount. Since the beginning of the season, 1,474 guarantees have been issued, securing loans totaling KZT 246 billion, which accounts for approximately 46% of the total financing volume. The guarantee program was first launched in 2024, when its volume amounted to KZT 76 billion, and increased to KZT 201 billion last year.
Through the preferential leasing program of KazAgroFinance, 5,100 units of agricultural machinery worth KZT 180 billion have been leased since the beginning of 2026. This includes 100 seeding complexes, 326 harvesters, 2,300 tractors, and more than 2,300 other units of machinery. Approximately 90% of the leasing volume consists of domestically produced equipment. The preferential leasing rate is 5% per annum for terms of up to 10 years. Overall, at least KZT 310 billion has been allocated for preferential agricultural machinery leasing in 2026.
Applications for loans, guarantees, and agricultural machinery leasing continue to be accepted. Baiterek Holding, together with its subsidiaries, continues financing the agro-industrial sector to ensure the timely implementation of the 2026 sowing campaign.
