On March 27, the National Technology Forum Digital Qazaqstan 2026 was held in Shymkent, organized by the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, the Akimat of Shymkent, and the international innovation cluster Astana Hub. The key theme of the forum was Industry 5.0, focusing on the synergy between humans and technology. The plenary session was attended by Prime Minister of Kazakhstan Olzhas Bektenov, Prime Minister of Russia Mikhail Mishustin, Prime Minister of Belarus Alexander Turchin, as well as heads of governments and senior representatives of the EAEU countries.
Baiterek Holding actively participated in the forum’s business program. Chairman of the Management Board of Baiterek Holding, Rustam Karagoyshin, took part in the roundtable “Corporation 5.0,” which focused on the implementation of innovation and artificial intelligence in national corporations. The discussion featured Astana Hub CEO Magzhan Madiyev, Chairman of the Presidium of the Atameken National Chamber of Entrepreneurs Kanat Sharlapayev, CEO of Freedom Holding Corp. Timur Turlov, Chairman of the Management Board of Kazakhtelecom Bagdat Mussin, and others. The discussion addressed the role of venture investments and cooperation with startups in corporate digital transformation, as well as the necessary support from the government and the broader ecosystem.
“Today, it is important for national corporations not just to implement individual digital solutions, but to build an integrated system for working with technologies and data. Artificial intelligence is becoming a practical tool that helps increase efficiency, accelerate processes, and reduce barriers for businesses. At the same time, interaction with technology companies and startups plays a key role, as they bring new approaches and flexibility,” noted Rustam Karagoyshin.
A significant event of the forum was the signing of a memorandum of cooperation between Baiterek Holding and Astana Hub. The document was signed by Rustam Karagoyshin and Magzhan Madiyev. The memorandum provides for the integration of the Holding’s financial instruments with Astana Hub’s innovation ecosystem to support startups at all stages—from launch to entry into international markets. The agreement includes export support instruments through the Export Credit Agency of Kazakhstan, guarantee support via the Damu Fund, and venture and equity financing mechanisms through Qazaqstan Investment Corporation.
The discussion on digital transformation continued during the panel session “Digitalization in the Financial Sector.” Deputy Chairman of the Management Board of Baiterek Holding, Galym Usen, presented practical results of artificial intelligence implementation within the Holding’s ecosystem.
The foundation of Baiterek Holding’s digital infrastructure is the Unified Business Support Portal Bgov.kz, which offers more than 70 services across six areas of government support. In 2025, the portal was integrated with the e-government infrastructure, and the Holding’s services became available through the eGov Business mobile application. The portal features an AI chatbot, and thanks to a smart assistant, the Holding helped entrepreneurs save approximately 30–40 thousand hours.
Galym Usen also shared the results of AI implementation in subsidiary organizations. At Otbasy Bank, the Quanysh-AI chatbot processed over 3.5 million requests with up to 98% automation of customer inquiries. At KazAgroFinance, an AI-based agricultural machinery classification system enabled annual inventory of 27,000 units of equipment compared to 3,000 previously, while a scoring model provides preliminary financing decisions within 15 minutes.
“Artificial intelligence in the Holding’s ecosystem is not an experiment, but a working tool. It helps consult clients, automatically process documents, accelerate scoring, and reduce decision-making time. The key result is that the path for entrepreneurs to access government support measures becomes clearer, faster, and more accessible,” emphasized Galym Usen.
Baiterek Holding’s participation in the Digital Qazaqstan 2026 forum reflects its consistent efforts to implement digital technologies and artificial intelligence within development institutions, aimed at improving the accessibility and quality of government support for businesses.
