Baiterek Holding presented mechanisms for financing MECS at a workshop in the Abay region

The MECS project office conducted training in Semey for representatives of natural monopolies and journalists. Speakers from the Ministries of National Economy, Industry and Construction, Energy, as well as technical and financial operators of MEX spoke about the mechanisms for implementing the national project. Ruslan Tiulegenov, Managing Director of Baiterek National Investment Holding JSC, made a report on financing mechanisms. Also during the event, plans were announced for the reconstruction of networks within the framework of the National Project in the Abay region.

As part of the workshop, an expert session on strategic communications was held, and during the profile block, the participants discussed mechanisms for financing and implementing a large-scale campaign to modernize the energy and utilities sectors of Kazakhstan, housing assistance and measures to support the population.

"Baiterek Holding has been determined as the financial operator of the National Project. The total need for investment is more than 13.6 trillion tenge, of which 3.6 trillion tenge is distributed to the holding. To date, more than 20 projects have been financed in the amount of 69.3 billion tenge. More than 1,948 applications from natural monopolies throughout the country were considered. We are open to proposals and ready for cooperation," said Ruslan Tiulegenov.

During the open discussion, the speakers and participants of the event considered practical cases on already completed IEC projects and those that are now at the stages of preparation and implementation.

In the Abai region, several dozen MEKS projects are planned to be implemented in the near future. This is the construction of three WWTPs (in the cities of Semey, Kurchatov and Ayagoz), as well as the reconstruction of heating networks and heat, water and electricity supply and sewerage facilities.

In particular, the local State Enterprise "Teplokommunenergo" submitted an application for the implementation of 9 investment projects in the field of modernization of heating networks and heat supply facilities. The total amount of financing is about 27.9 billion tenge. The projects are aimed at the reconstruction of the main heating networks, the modernization of boiler houses, as well as the renovation of central heating points and auxiliary infrastructure.

The greatest impact on the reduction of wear and tear is exerted by projects for the reconstruction of heating networks, where the total reduction is about 1.23%. The implementation of all measures will reduce the total level of wear and tear of the company's heating networks to 60.27%, which will increase the reliability of heat supply and reduce the risk of accidents.

For reference: The national project "Modernization of the Energy and Utilities Sectors" is being implemented until 2029 and is aimed at reducing the deterioration of infrastructure by up to 40% and reducing the accident rate by 20%. The expected results of MECS are an increase in the quality and reliability of utilities, clean water and an improvement in the environment.
