Baiterek Holding presented approaches to attracting international capital to Kazakhstan's projects in Istanbul

Deputy Chairman of the Management Board of the National Investment Holding Baiterek, Timur Onzhanov, took part in the 19th Verona Eurasian Economic Forum, held in Istanbul on October 22–23. During the panel session “Financial Markets at the Heart of Eurasia,” he presented the Holding’s approaches to developing cross-border financing and expanding investment cooperation.

The forum brought together representatives of government bodies, financial institutions and businesses to discuss changes in the global economy. The financial session focused on attracting long-term capital, market resilience and the implementation of joint projects.

Timur Onzhanov spoke about the Holding’s transformation and its shift towards actively developing investment projects in partnership with strategic partners. In 2026, the target financing volume for the real sector of the economy by the Holding’s group of companies amounts to KZT 8 trillion.

“Our goal is not only to provide financing but also to build a high-quality investment portfolio, structure projects and create conditions for international investors to participate. Public capital should act as a catalyst for private investment rather than replace market mechanisms,” he noted.

Particular attention was paid to expanding international sources of financing. This year, the Holding issued USD 500 million in seven-year Eurobonds, attracting investors from the United States, Europe and Asia. As part of cooperation between the Development Bank of Kazakhstan and the European Investment Bank, EUR 100 million has already been allocated to the country’s road infrastructure. The possibility of entering the yuan-denominated bond market is also being explored.

Among the priorities for further cooperation, Timur Onzhanov highlighted the joint financing of industry, energy and logistics, including the development of the Trans-Caspian International Transport Route. Instruments such as guarantees, export credit insurance and risk-sharing arrangements between financial institutions help expand private capital participation in these projects.

“The effectiveness of financial cooperation should be measured not only by the volume of capital raised but also by the number of projects implemented, production facilities established and new economic opportunities created. Our shared task is to turn Eurasia’s financial connectivity into a genuine source of economic growth, industrial development and long-term partnership,” the Deputy Chairman of the Holding’s Management Board emphasized.

In this context, cooperation with Türkiye is of particular importance. Memoranda signed with Turkish partners in May this year provide for the development of investment projects in oil refining and the agro-industrial complex. Further expansion of the partnership in infrastructure, logistics, energy and industry is expected to facilitate technology transfer and the establishment of high-value-added manufacturing facilities in Kazakhstan.
