Baiterek Holding Meets with Major Chinese Renewable Energy Investor

Rustam Karagoishin, Chairman of the Management Board of Baiterek National Managing Holding JSC, held a meeting with the leadership of Golden Concord Holdings Limited (GCL Group) — one of the world’s leading green energy companies, ranked among the Top 500 Private Enterprises in China and the Top 500 Global New Energy Enterprises.

The meeting was held within the framework of a Memorandum of Cooperation signed between Baiterek NMH JSC and Qaragandy Power Silicon LLP to establish a silicon cluster in the Saryarka Special Economic Zone of the Republic of Kazakhstan.

Qaragandy Power Silicon LLP, in partnership with GCL Group, plans to create a fully integrated production cycle, including the construction of its own power generation facilities, quartz extraction, production of metallurgical-grade silicon, and the manufacturing of solar panels and related components.

The meeting was also attended by Zhandos Shaikhi, Deputy Chairman of the Management Board of Baiterek NMH JSC, and representatives of its subsidiaries — Development Bank of Kazakhstan JSC, Export Insurance Company KazakhExport JSC, and Industrial Development Fund JSC.

From the Chinese side, the delegation included Mr. Zhu Gongshan, Founder and Chairman of the Board of GCL Group, along with senior management of the company.

Baiterek Holding expressed its readiness to provide comprehensive support for the silicon cluster projects through the instruments of its subsidiaries. During the discussion, both parties emphasized the strategic importance of Kazakhstan-China cooperation in the areas of sustainable development and decarbonization.

Rustam Karagoishin, Chairman of the Holding, thanked the Chinese partners for their interest in investing in Kazakhstan and stated:

“Developing projects with global green energy leaders like GCL Group is an important step toward building a new technological and industrial foundation in Kazakhstan. These joint initiatives not only strengthen our economic ties with China but also contribute to ensuring energy and environmental security for both our countries.”

In the near future, the parties plan to move forward with the development of concrete investment decisions and technological roadmaps for projects that are considered high priority for both the business sector and public policy in the area of sustainable growth.
