Baiterek Holding Expands Cooperation with Banks to Finance the Economy

The first meeting of the Financial Sector and Insurance Industry Council of the Business Council of the Adilet Party was held in Astana. Baiterek Holding was represented by Managing Director Anna Lukina and Farhat Sarsekeyev, Chairman of the Management Board of the Damu Entrepreneurship Development Fund.

Participants discussed providing the real sector of the economy with long-term bank financing as part of the implementation of the Head of State's instructions. Particular attention was paid to attracting resources from commercial banks, co-financing investment projects and combining various sources of capital.

Anna Lukina presented the Holding's approaches to developing syndicated lending and co-financing. These mechanisms enable several financial institutions to pool resources and distribute risks when implementing large-scale projects. To coordinate this work, the Holding initiated the establishment of a Project Office for Syndicated Lending. Its role was subsequently strengthened through the creation of a Project Management Office bringing together government agencies, development institutions and second-tier banks.

“The key principle of this work is that public funds should not replace market financing but rather serve as a catalyst for attracting it. Through syndicated lending, co-financing and partnerships with second-tier banks, Baiterek Holding ensures the scaling up of investment in the real sector of the economy, reducing the burden on the state budget and increasing the efficiency of public resource utilization,” she noted.

According to her, at the end of 2025, the Holding's subsidiaries, together with second-tier banks, provided financing totalling more than KZT 3.5 trillion to 6,490 business entities through existing support instruments. Projects supported through syndicated financing and co-financing mechanisms included the construction of a 1 GW wind power plant, a 630-bed multidisciplinary hospital in Kokshetau, and the development of the Beineu–Saksaulsky and Kyzylorda–Saksaulsk highways.

Farhat Sarsekeyev, Chairman of the Management Board of the Damu Fund, spoke about the role of the Orleu programme in providing entrepreneurs with long-term financing and supporting domestic production.

“The Orleu programme makes it possible to attract long-term market-based bank financing for priority sectors of the economy. It is designed to support investment projects in manufacturing, tourism, IT and the creative industries, transport and logistics. An important feature of the programme is the mandatory purchase of assets bearing the ‘Made in Kazakhstan’ label. This contributes to the development of domestic production, increased business productivity, import substitution and the creation of new jobs,” he emphasized.

The development of financing instruments and joint participation by financial institutions enables Baiterek Holding to channel additional resources into the development of domestic production, energy, transport and social infrastructure in Kazakhstan.
