Baiterek Holding and the European Investment Bank discussed financing infrastructure and business in Kazakhstan

A meeting was held at the National Investment Holding “Baiterek” with a delegation from the European Investment Bank (EIB) headed by Vice-President Marek Mora. The participants discussed expanding financing for transport infrastructure, the agro-industrial sector and small and medium-sized businesses, as well as opportunities to reduce the cost of borrowing in tenge.

The Holding was represented at the meeting by Deputy Chairman of the Management Board Timur Onzhanov, Chairman of the Management Board of the Development Bank of Kazakhstan (DBK) Marat Yelibayev, and other representatives.

One of the key issues was the development of cooperation through the DBK. Under a financial contract with the EIB for up to EUR 200 million, EUR 100 million has already been allocated to finance 34 sections of highways under a project of the national company “QazAvtoZhol”.

The next stage involves working on additional financing of EUR 120 million, provided for by the letter of intent signed in Brussels in June 2026. The funds are expected to be directed towards the development of roads, port and logistics infrastructure along the Trans-Caspian International Transport Route, which strengthens links between Europe and Asia.

Particular attention was paid to the prospects for cooperation between the EIB and the Agrarian Credit Corporation. The parties discussed the possibility of joint financing of agricultural enterprises, including small and medium-sized businesses. Potential areas of cooperation include livestock farming projects.

Regarding cooperation with the Damu Entrepreneurship Development Fund, the parties discussed terms for attracting resources to finance businesses. The Holding emphasized the importance of affordable financing in the national currency and proposed considering the use of guarantees and blended finance instruments of the European Union to reduce its cost.
