The prospects of attracting Korean investments in Kazakhstan's infrastructure projects were discussed at a working meeting of the Baiterek Holding and the Korean Corporation for Infrastructure and Urban Construction Abroad (KIND). Anna Lukina, Managing Director of the Holding, presented projects in Almaty for possible financing within the framework of the planned Kazakh-Korean joint Investment Fund, the agreement on the establishment of which was signed earlier. The meeting was attended by Didar Karimsakov, Chairman of the Management Board of Qazaqstan Investment Corporation (QIC), Kim Bokhwan, President and CEO of KIND, representatives of Qazaqstan Investment Capital Management (QICM) and Alatau City Authority.
Following up on the agreements reached during the Holding delegation’s visit to the Republic of Korea in September, Anna Lukina presented a preliminary list of investment projects. The list covers transport and logistics, gas transportation infrastructure, telecommunications, digital infrastructure, energy and healthcare.
“We propose using these projects as a basis for further joint assessment and discussions on the potential participation of the fund and Korean partners. Together with our colleagues at QIC, we are ready to discuss opportunities for equity financing and cooperation with investment funds as these projects are further developed,” the speaker noted.
The initiatives presented include the construction of a transport, industrial and logistics hub in the Almaty Region; the second line of the Almaty metro extending to the airport; a data centre in Astana; and the development of high-speed internet access. The list also includes projects to modernise and construct gas pipelines, upgrade roads and expand energy capacity. Healthcare development has been identified as another promising area, with the potential of relevant projects to be assessed following a sectoral analysis. The projects are at different stages of preparation and review, and the fund’s potential participation will be evaluated as the work progresses.
“Through its subsidiaries, the Holding offers a range of project support instruments, including lending, leasing, guarantees, interest rate subsidies and equity financing through investment funds. Depending on a project’s scale, stage of readiness and financing structure, a combination of several instruments, with the involvement of other financial partners, may be considered,” the Holding’s Managing Director emphasised.
This work aims to establish a mechanism for attracting long-term capital and Korean expertise to projects that contribute to the development of transport connectivity and Kazakhstan’s energy and digital infrastructure.
