Baiterek Holding and Alatau City Authority Sign Cooperation Agreement

'Baiterek' National Investment Holding JSC and Alatau City Authority have signed a Cooperation Agreement. The document was signed following a meeting between Rustam Karagoyshin, Chairman of the Board of the Holding, and Alisher Abdykadyrov, Chief Executive Officer of Alatau City Authority.

The parties discussed promising areas of cooperation and the possibilities of using the Holding's financial instruments to implement projects in Alatau City. Particular attention was paid to the financing of industrial, transport, engineering, and housing infrastructure, support for small, medium, and large businesses, attracting domestic and foreign investors, and developing export potential.

"Alatau City has been granted a special legal regime that opens up new opportunities for investors. The Holding's task is to reinforce these opportunities with concrete financial instruments — from financing infrastructure projects to supporting exporters and entrepreneurs. The Agreement will allow us to build this work systematically, with the involvement of all development institutions within the group," said Rustam Karagoyshin.

During the meeting, Alisher Abdykadyrov presented the concept for the development of Alatau City as a new point of economic growth for Kazakhstan, and spoke about the opportunities the special legal regime opens up for investors, businesses, and the implementation of innovative projects.

The Agreement provides for the creation of a permanent working platform between the organizations, the formation of a joint project portfolio, and the development of new financing mechanisms. It is expected that this cooperation will expand access for businesses operating in Alatau to state support instruments and will help attract private investment in the city's development.

Background

Alatau City is being created in the Almaty region as Kazakhstan's first "accelerated development city." On May 8, 2026, the Head of State signed the Constitutional Law "On the Special Legal Regime of Alatau City," which is being introduced in stages starting July 1, 2026. The Alatau City Authority state fund is responsible for the accelerated development of the city under the special legal regime.

'Baiterek' National Investment Holding JSC is the key operator of state policy for the development of Kazakhstan's non-resource sector. The Holding brings together development institutions that provide instruments for business financing, export support, housing construction, and investment attraction.
