‘Baiterek’ held another seminar on financing the modernisation of utility infrastructure

On 28 February, ‘Baiterek’ National Managing Holding JSC held the third seminar for natural monopoly entities (NME) on financing projects for utility infrastructure modernisation. Similar events were previously held on 14 and 21 February.

The seminar was organised as part of the implementation of the National Project ‘Modernisation of the Energy and Utility Sectors’, approved by Government Decree No. 1102 dated 25 December 2024. This project aims to reduce the deterioration of engineering networks, upgrade utility infrastructure, and attract KZT 6.8 trillion in investment for the renovation of 86,000 kilometres of networks. Its implementation is expected to lower the deterioration of engineering systems to below 50%, decrease the number of accidents, and improve the reliability of public utilities.

The event featured top executives of ‘Baiterek’ Holding, including Deputy Chairman of the Management Board Zhandos Shaikhy and Managing Director Aliya Murzagalieva, as well as representatives of the Committee for the Regulation of Natural Monopolies under the Ministry of National Economy of the Republic of Kazakhstan (RNM MNE RK), KazCentre Housing and Utilities JSC, and subsidiaries of the Holding. During the presentations, various financing mechanisms, state support measures, and opportunities for raising debt capital were discussed in detail. Special attention was paid to the following financing schemes:

• Direct lending to natural monopoly entities (NME) through second-tier banks, Development Bank of Kazakhstan JSC, international financial institutions, and the Entrepreneurship Development Fund ‘Damu’.
• Financing of state-owned NMEs through the redemption of state securities issued by local executive bodies, facilitated by Kazakhstan Housing Company JSC and Development Bank of Kazakhstan JSC.

During the seminar, participants also discussed borrower requirements, business plan preparation, and the procedure for submitting financing applications.

This will enable NMEs to effectively attract investments and implement projects aimed at the sustainable development of the country's utilities sector.
