‘Baiterek’ National Management Holding JSC hosted a seminar on the implementation of the National Project "Modernization of Energy and Utility Sectors" and its financial mechanisms. The event was attended by representatives of the Ministry of Industry and Construction of the Republic of Kazakhstan, the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan, KazCentre Housing and Utilities JSC, subsidiaries of the Holding - Development Bank of Kazakhstan JSC and Kazakhstan Housing Company JSC — as well as representatives of natural monopolies.
The national project, approved by Resolution No. 1102 of the Government of the Republic of Kazakhstan, dated December 25, 2024, aims to address one of the country's key infrastructural challenges — the critical deterioration of utility networks. The average wear level of heat supply infrastructure exceeds 53%, with some facilities reaching 70-90%. The project plans to modernize 1,622 km of networks and introduce intelligent control technologies.
"We are launching a large-scale program to modernize the energy and utilities sectors, which will create new jobs and improve quality of life. As part of this project, ‘Baiterek’ serves as a key financial operator, providing direct financing mechanisms, bond loans, and interest rate subsidies. Through the joint efforts of the state, business, and society, we will establish a sustainable life-support system that will become a symbol of reliability, technological progress, and comfort," said Zhandos Shaikhy, Deputy Chairman of the Holding's Management Board.
The modernization of municipal infrastructure requires not only technical upgrades but also new approaches to financing. During discussions at the seminar, it was noted that one of the key priorities is training natural monopoly entities to effectively manage borrowed funds.
"Reducing the depreciation of municipal infrastructure and increasing the financial literacy of NME are the most important objectives of the National Project. For the first time in Kazakhstan's history, NME are given the opportunity to utilize repayable funds such as bond loans and soft loans. Out of more than 400 NME, 214 meet the criteria for participation, and so far, 66 have already applied. We oversee this process, assisting participants in understanding the financing mechanisms," emphasized Aliya Murzagalieva, Managing Director of the Holding.
Financial support is provided through ‘Baiterek’ Holding’s subsidiary organizations. Development Bank of Kazakhstan JSC provides direct financing to natural monopolies through long-term loans. JSC "Kazakhstan Housing Company" facilitates financing by purchasing Government Securities of Local Executive Bodies (GS of LEB), expanding opportunities to attract funds.
The workshop covered financing, tariff regulation, and technical expertise for projects. Participants actively engaged in discussions, asked questions, and received explanations regarding support mechanisms. This seminar was the first in a series of events designed to provide detailed insights into the implementation of the National Project and introduce new financial support instruments.
