At Baiterek National Investment Holding, the Draft of the New Constitution Was Discussed

On 26 February, a meeting was held at Baiterek National Investment Holding with Chairman of the Management Board Rustam Karagoyshin to explain the provisions of the draft new Constitution of the Republic of Kazakhstan. The event was attended by the management and employees of the Holding and its subsidiaries.

In his remarks, Rustam Karagoyshin noted that a nationwide referendum on the adoption of the new Constitution will take place on 15 March of this year and emphasized the importance of citizens’ informed participation in the vote. He recalled that the draft of the Basic Law was officially published in the media on 12 February and is available for review by all citizens of the country.

The Head of the Holding reported that, by a Decree of the Head of State dated 21 January, a Constitutional Commission had been established, comprising representatives of government bodies, the expert community, the media, and the public. Rustam Karagoyshin was also appointed as a member of the Commission and took part in preparing the draft document.

“For me, participation in the work of the Constitutional Commission was both a great responsibility and a high honor. We carefully reviewed every proposal submitted, analyzed citizens’ initiatives, and sought to develop a document that will ensure the sustainable development of the state and meet the modern needs of society,” he noted.

During the meeting, the key provisions of the draft new Constitution were explained. These provisions are aimed at modernizing the system of public administration, strengthening guarantees of citizens’ rights and freedoms, establishing a unicameral Parliament — the Kurultai, creating the People’s Council (Halyk Kenesi) as a platform for nationwide dialogue, and introducing the institution of the Vice President of the Republic of Kazakhstan. Particular attention was paid to enshrining the protection of human rights in the digital environment at the constitutional level and strengthening the role of the legal profession within the justice system.

It was noted that the development of the draft new Constitution was carried out in an open and systematic manner. As part of the public discussion conducted through digital platforms, approximately 10,000 proposals and feedback submissions were received from citizens, and meetings of the Commission were broadcast in an open format.

During the event, the Head of the Holding answered questions from participants and, concluding the meeting, encouraged employees to review the draft Constitution and take part in the referendum on 15 March, emphasizing that every citizen’s vote is a contribution to the country’s future.
