Dear Members of the Government!

Within the framework of the instructions of the Head of State, Baiterek Holding, together with its subsidiaries Kazakhstan Housing Company JSC and Otbasy Bank JSC, provided support for housing construction financing in 2025 in the total amount of 2.35 trillion tenge.

The amount of support for housing construction provided by Kazakhstan Housing Company through current sources and market borrowings amounted to 707.5 billion tenge.

This made it possible to commission 3 million square meters of housing, or 35.6 thousand apartments. The contribution of Kazakhstan Housing Company JSC amounted to 22% of the total commissioning of multi-apartment housing across the country.

Bond loans amounting to 238.2 billion tenge were raised on market terms and allocated to the regions, including:

  • 150.4 billion tenge for rental housing (9.4 thousand apartments commissioned, 0.6 million sq. m);

  • 87.8 billion tenge for the development of engineering infrastructure.

Within the framework of financing credit housing, securities of akimats totaling 140.2 billion tenge were purchased.

Thus, through the mixing of market funds with current sources, the commissioning of 1.8 million sq. m of housing, or approximately 23 thousand social apartments for citizens on waiting lists at fixed prices, was ensured.

In addition, for the construction and modernization of engineering infrastructure within the framework of the National Project “Modernization of the Energy and Utilities Sectors,” market funds amounting to 29.3 billion tenge were allocated to the regions. This made it possible to timely implement heat supply, power supply, and water disposal projects.

Within the framework of the shared construction guarantee mechanism and Kazakhstan Housing Company’s own programs, developers’ projects amounting to 299.8 billion tenge were supported. This made it possible to protect the rights of 10 thousand equity holders (10.0 thousand apartments, 0.9 million sq. m) and ensure the construction of 1.5 thousand apartments (110 thousand sq. m).

In the current year, the amount of support through Kazakhstan Housing Company will exceed 700 billion tenge, and approximately 2.2 million sq. m of housing (33.3 thousand apartments) will be commissioned.

In the area of the housing construction savings system, in 2025 Otbasy Bank issued 77,148 loans to the population totaling 1 trillion 645 billion tenge.

In 2026, under all Otbasy Bank programs, mortgage loans totaling 1 trillion 630 billion tenge are planned to be issued, with preliminary coverage of more than 70 thousand families in need of housing through preferential mortgage lending.

Baiterek Holding’s total support for housing construction in 2026 will amount to approximately 2.41 trillion tenge.

Legislative amendments have also been adopted aimed at protecting the rights of equity holders and further developing market-based shared construction, namely:

  1. all transactions involving housing under construction have been transferred to cashless payments, with mandatory registration in the information system Kazreestr;

  2. entry criteria for developers have been reduced, while monitoring and quality requirements for constructed housing have been strengthened;

  3. opportunities for using second-tier bank instruments have been expanded (instead of one account, developers are entitled to open three accounts: current, foreign currency, and savings; developers are also allowed to mix second-tier bank credit funds with equity contributions);

  4. a ban has been introduced on concluding various preliminary reservation agreements that were previously actively used to circumvent shared construction legislation (only the standard form of the equity participation agreement is now permitted; previously, reservation agreements operated within the framework of the Civil Code);

  5. shared construction mechanisms will apply not only to multi-apartment housing but also to low-rise construction, complexes of commercial individual residential houses, as well as to the implementation of renovation projects for emergency and dilapidated housing.

In addition, in order to increase public awareness, the Kazreestr information system is operating, where information on construction projects with and without the right to attract funds from equity holders is publicly available.

Currently, the system has registered 1.3 thousand shared construction projects, 170 developers, and more than 200 thousand equity participation agreements. A unified register of equity holders and cooperative members is maintained, and the legitimacy of transactions for purchasing housing under construction is confirmed, eliminating the risks of “double” sales.

Since January 2026, a service for verifying cashless payments under registered equity participation agreements has been launched, ensuring transparency of settlements between equity holders and developers, increasing control over the targeted use of funds, and reducing the risks of illegal fundraising in housing construction. At present, 10 second-tier banks are connected to the service.

For convenience, the functionality for verifying shared construction projects has also been implemented in the eGov Mobile application and commercial banking applications, and more than 5 million people have already used this service.

In order to support domestic manufacturers, the Material.kz portal operates on the basis of Kazakhstan Housing Company, where customers and suppliers can directly purchase domestic construction materials without intermediaries and obtain information on product demand by region. This year, integration with the Register of Domestic Producers will be completed.

Electronic invitation letters are regularly sent to domestic manufacturers of construction materials to register on the online platform.

All domestic manufacturers, including house-building plants, can register on the online platform and place their construction material products.

Currently, more than 312 manufacturers and suppliers of construction materials are registered on the Material.kz portal, 983 products have been published, and 74 commercial offers have been submitted.

It is necessary to instruct local executive bodies to ensure the registration of regional manufacturers of construction materials on the online platform in order to increase price transparency, form a unified database of producers, and reduce construction costs through competitive pricing.

In order to improve convenience and save time for citizens when purchasing housing under mortgage programs, the BASPANA MARKET real estate portal operates on the basis of Otbasy Bank.

The portal makes it possible to apply for participation in mortgage programs without visiting a bank branch and to select apartments at fixed prices. The selection of participants is also carried out based on automatically calculated scores, eliminating errors related to the human factor.

Within the framework of the Nauryz program, 9,218 apartments were purchased from the 16,139 apartments placed by developers on the Portal in 1,139 projects.

In 2025, the Portal was visited by 2,482,396 users and 2,010 registered developers.

Currently, 7,225 apartments in 596 projects are available on the Portal for reservation and subsequent purchase.

This year, further integration work is planned to implement all regional programs on the Baspana portal for the convenience of Otbasy Bank clients.

To reduce the time required to serve the population, Otbasy Bank has implemented the possibility for clients to apply for a bank loan remotely via video call.

This service significantly saves clients’ time. Under the traditional mortgage application process, a client needs to visit a Bank branch at least 5–7 times, whereas with this method the number of visits to the Bank is reduced to one.

In 2025, Otbasy Bank provided the population with more than 10 thousand online mortgage loans totaling more than 293 billion tenge to improve their housing conditions (purchase, construction of housing, and repairs), which accounted for 15% of all loans issued in 2025.
