Purpose |
Promoting productive employment and engaging citizens in entrepreneurship |
Tasks |
Task 1. Training with technical and vocational education, taking into account the needs of the labor market. Task 2. Short-term vocational training at the request of employers and qualifications and skills that are in demand on the labor market. Task 3. Training in the framework of the project "Mangіlіk el Zhastary - Industryaga!" ("Serpin"). Task 4. Vocational training of workers under an employment contract, including layoffs. Task 5. Training in the basics of entrepreneurship under the "Bastau Business" project. Task 6. Expansion of microcrediting in rural settlements, small cities, cities and single-industry towns. Task 7. Guaranteed loans / microcredits in rural areas and small towns, cities and single-industry towns. Task 8. Providing state grants for the implementation of new business ideas. Task 9. Provision of active measures to promote employment and social vocational guidance for the unemployed and certain categories of employees, determined by the Government of the Republic of Kazakhstan. Task 10. Increasing labor mobility. Task 11. Development of a unified digital employment platform.

Target indicators |
By fulfilling the tasks set in the Program, by 2021 the following target indicators will be achieved: 1) the unemployment rate will not exceed 4.8%; 2) the share of labor with basic, secondary, general and primary education in the workforce will be no more than 20%; 3) the share of unproductively employed in other categories of the employed population will be no more than 9.0%; 4) the growth of actively operating small and medium-sized businesses will be 10%. |
Support to program participants in rural areas and small towns is provided by the Fund for Financial Support of Agriculture (hereinafter – FFSA) (issuing of direct micro-credits, guaranteeing of loans from credit partnerships and microfinance organizations) and the Agrarian Credit Corporation (hereinafter – ACC) (funding of microfinance organizations and credit partnerships). The Damu Entrepreneurship Development Fund (hereinafter – DAMU) funds second-tier banks and issues loan guarantees in cities and single-industry towns.
1) loan term – maximum 7 years;
2) interest rate – 6% per annum (4% for low-income and/or large families);
3) grace period – no more than one-third of the loan term;
