Deputy Prime Minister – Minister of National Economy Serik Zhumangarin visited the front office on its first day of operation and familiarized himself with the new format for business support.
Rustam Karagoishin, Chairman of the Management Board of Baiterek Holding, also took part in the visit to the front office.
The Unified Front Office brings together support instruments provided by organizations within the Baiterek group based on a “one-stop shop” principle. Here, entrepreneurs can receive consultations, select an appropriate support instrument, submit an application, and receive project support through to the financing review stage.
The front offices will operate in all regions of Kazakhstan on the basis of Damu Fund branches. Mobile offices — buses equipped with specialists — will also be available for entrepreneurs from remote districts and villages. This will allow entrepreneurs to receive the necessary consultations and support without traveling to a regional center, including in regions where individual development institutions do not have their own representative offices.
Front office consultants will provide information on the support instruments offered by organizations within the Baiterek group:
Damu Entrepreneurship Development Fund – concessional lending, interest rate subsidies, guarantees and non-financial support measures for small and medium-sized businesses;
Development Bank of Kazakhstan – financing of large-scale investment projects;
Qazaqstan Investment Corporation – direct investment and venture capital financing instruments;
Export Credit Agency of Kazakhstan – export credit insurance;
Industrial Development Fund – concessional and leasing financing for the modernization of enterprises.
“Today, our specialists work not only with the Fund’s instruments, but also help select solutions offered by other organizations within Baiterek Holding. In essence, Damu’s regional network is becoming a single access point to a wide range of financial and non-financial instruments — from concessional lending and guarantees to investment financing, export insurance and leasing,” said Farhat Sarsekeyev, Chairman of the Management Board of Damu Fund.
The technical launch of the Unified Front Office took place in February this year. Since then, consultants have handled approximately 30,000 inquiries from entrepreneurs. A total of 1,250 projects have been supported and financed through the front office.
Business Support and Facilitation Centers are also operating on a pilot basis within the Unified Front Office. Their task is to assist entrepreneurs in resolving specific issues requiring interaction with government agencies, financial institutions and other organizations.
Center specialists conduct an initial analysis of the issue and determine possible solutions. If necessary, relevant government agencies, financial institutions, akimats and organizations within the Baiterek group are involved. The pilot project covers Astana, Almaty, Shymkent, North Kazakhstan Region and Aktobe Region.
“It is important that this support is available in all regions of the country. We plan to expand the ‘Іскер аймақ’ program to villages, making the approach to supporting entrepreneurs more targeted. Regional branches and Damu’s mobile front offices should play an important role in this effort. The task of consultants is to support businesses at all stages of their establishment and development. Another important area is the Business Support and Facilitation Centers. Entrepreneurs often face a specific problem but do not know where to turn or how to resolve it. These centers are being created precisely for such situations. For now, they are operating on a pilot basis in five regions of the country,” said Serik Zhumangarin.
