“Ken Dala 2”: Financing for Agricultural Producers Is Now Open, First Applications Approved

Agrarian Credit Corporation JSC (ACC), which is part of Baiterek National Managing Holding, has officially begun financing agricultural producers under the key state program Ken Dala 2. The launch of concessional lending is being implemented ahead of schedule—before the start of the active agricultural season—which is a strategic step toward ensuring the country’s food security.

The start of financing has demonstrated strong interest from the agricultural community. Under the Ken Dala 2 program, the Corporation has already received 694 applications totaling 82.3 billion tenge.

The Ken Dala 2 program is a strategic solution that enables agricultural producers to prepare in advance for the new farming season. Early allocation of funds is critically important: it allows farmers to purchase fuel and lubricants, mineral fertilizers, seeds, plant protection products, and conduct timely equipment maintenance at favorable prices (before the active sowing season). This approach helps minimize risks and sowing costs while increasing productivity, fully aligning with the Head of State’s objectives to create all necessary conditions for the stable operation of farmers.

The success of this policy is evidenced by historical dynamics: the total volume of concessional lending under the Ken Dala program continues to grow steadily — while in 2023 it amounted to 140 billion tenge, in 2025 it has already exceeded 500 billion tenge.

The program represents a comprehensive financial instrument implemented through a wide network of partners to provide working capital financing. Funding is available both directly through ACC (for direct borrowers) and through Credit Partnerships (CP), second-tier banks (STBs), microfinance organizations (MFOs), Regional Investment Centers (RICs), and Social-Entrepreneurship Corporations (SECs).

A key factor in accessibility is the concessional interest rate: borrowers obtain loans at 5% per annum. At the same time, the loans themselves are issued using attracted market funds, which reduces the burden on the budget.

Special attention is given to reducing collateral requirements for farmers: 85% of the loan amount is secured by a guarantee from Damu Entrepreneurship Development Fund JSC, a subsidiary of Baiterek National Managing Holding. Collateral is required only for the remaining amount and remuneration, which significantly simplifies access to financing.

“The launch of Ken Dala 2 clearly demonstrates the strategic synergy within the Holding. By implementing the 85% guarantee mechanism from Damu and leveraging the capabilities of Agrarian Credit Corporation, we are not merely allocating funds — we are transforming the perception of credit risk in the agricultural sector. This creates predictable and safe conditions for the involvement of private financial institutions and ensures that vital state support effectively and promptly reaches every farmer, thereby strengthening the foundation of food security in the Republic of Kazakhstan,” noted Niyaz Koshkimbayev, Managing Director of Baiterek National Managing Holding, emphasizing the program’s strategic importance for the country’s financial system.

The implementation of the Ken Dala 2 program and its record financing volumes confirm that Baiterek National Managing Holding and its subsidiary organizations are effectively fulfilling the strategic mission of building a sustainable and technologically advanced support system for the domestic agro-industrial complex.
