Kazakhstan Housing Company financed the reconstruction of energy and utilities modernization facilities in the Kostanay region.

Representatives of Baiterek National Investment Holding JSC, together with its subsidiary Kazakhstan Housing Company (KHC), visited utility infrastructure facilities in the Kostanay region, which are being implemented as part of the National Project for the Modernization of the Energy and Utilities Sectors (NPMEUS).

During the working visit, Ruslan Tyulegenov, Managing Director of Baiterek National Investment Holding, and Olzhas Salykov, Deputy Chairman of KHC, reviewed the progress of two infrastructure projects financed with the support of KHC through the bond financing mechanism of local executive bodies.

One of the key projects is the reconstruction of the second line of the pressure sewer collector to the wastewater storage and evaporation tank in Kostanay. The collector is almost 14 kilometers long, and its deterioration rate has reached 75%. The project will improve the reliability of the wastewater disposal system and provide high-quality utilities to over 112,000 customers. To finance the project, on May 29, 2026, KHC LSC purchased government securities of the local executive body for 4 billion tenge.

The delegation also visited the reconstruction site of the water supply system along Pavlova and Zheleznodorozhnaya Streets in Kostanay, which was commissioned in 1968. The project aims to replace the dilapidated networks, which are 70-90% worn out, and will ensure a reliable water supply for city residents and create the opportunity for new subscribers. To implement the project, KHC LSC purchased government securities of the local executive body for 236.5 million tenge.

During the meeting, representatives of local executive bodies and developers were also presented with mechanisms to support shared housing construction implemented by Kazakhstan Housing Company JSC. Participants were given a detailed explanation of the tools for providing guarantees for the completion of residential projects, the requirements for developers, and the benefits of participating in the KHC guarantee system, which is aimed at enhancing the protection of equity holders' rights and ensuring the sustainable development of housing construction.

Following the visit, the parties noted the importance of timely modernization of utility infrastructure to improve the quality of life of the population and confirmed their readiness for further cooperation in the implementation of projects that have a significant socio-economic impact on the region.
