DBK announces unified financing terms for business

Within the framework of the new strategy of the National Managing Holding «Baiterek», the subsidiary organization of the structure Development Bank of Kazakhstan JSC (DBK, the Bank) announces unification of interest rates on its new investment projects financed in tenge. In order to strengthen support of entrepreneurs, taking into account market conditions and tasks of the Government and «Baiterek» Holding to stimulate economic growth, the Bank sets a unified interest rate of 12.6% per annum.

This decision is aimed at simplifying conditions for borrowers and increasing the availability of long-term financing for local companies. Previously, interest rates on projects in tenge could vary depending on the source of funding and the structure of the transaction. Now the Bank is introducing a unified approach, regardless of the industry, region or scale of the project, the interest rate on new investment projects will be the same.

In addition, according to the newly approved the DBK program, there is a counter obligation on the part of business to support domestic commodity producers not only during the construction phase of the enterprise, but also during its operation. In other words, goods and services required for operational activities under the financed project must be purchased from Kazakhstani producers.

In turn, «Baiterek» Holding under the auspices of the Government offers a comprehensive solution for businesses: in case of insufficient collateral security, the DBK will be able to provide financing under the guarantee of a new guarantee fund under the «Damu» Fund. This mechanism will significantly expand access to credit resources for companies that previously were unable to raise financing due to lack of collateral.

Companies that have received the Fund's guarantee will be able to raise long-term loans from DBK on more favorable terms. The project initiator must contribute at least 20% of its own funds, while the remaining 80% can be financed through second-tier banks or directly through DBK. The Fund's guarantee covers up to 30% of the project cost, reducing risks for lenders and thus increasing the availability of financing.

According to forecasts, by 2027 the volume of the guarantee portfolio will reach 1 trillion tenge, which will make it possible to support more than 50,000 projects annually – five times more than in 2024. Priority in selection will be given to projects aimed at reducing import dependence, developing infrastructure and supporting non-resource exports.

The practice of syndicated loans – a mechanism where several financial institutions participate in lending to one large project, sharing risks and increasing the volume of financing – is also expanding.

The Bank continues to support enterprises in key sectors of the economy – machine building, metallurgy, raw materials processing, energy, logistics, agriculture, digitalization and sustainable infrastructure. Over 24 years, DBK has approved more than 210 projects, more than 34 thousand jobs have been created at enterprises, and Kazakhstan has received new production facilities focused on exports and import substitution.
