“Baiterek” Holding and EBRD signed the Agreement

European Bank for Reconstruction and Development (EBRD) and “Kazakhstan Project for Development Fund” LLP (KPPF, a subsidiary of “NMH “Baiterek” JSC) signed a Contribution Agreement worth of 1 million euros on June 5, 2018 at 1.00 PM in Astana Marriott Hotel for the development of a PPP project for construction of a multi-field hospital at the Kazakh National Medical University named after S.D. Asfendiyarov in Almaty. 

The Agreement was signed by the President of the EBRD Suma Chakrabarti and the Chairman of the Management Board of “National Managing Holding “Baiterek” JSC Aidar Arifkhanov. The event was held on the eve of the 31st plenary meeting of the Council of Foreign Investors chaired by the President of the Republic of Kazakhstan.

“Baiterek” Holding and the European Bank for Reconstruction and Development have long-standing friendly relations” - said Aidar Arifkhanov, Chairman of the Management Board of “NMH “Baiterek” JSC. – “For example, the Holding concluded a memorandum on strategic partnership with the EBRD for joint search, selection, structuring and implementation of industrial and infrastructure projects, including by means of public-private partnership mechanisms in 2016.”

A. Arifkhanov noted that the new Agreement would become a good example of the way of PPP projects structuring for successful attraction of investors and become an accelerator for the development of other infrastructure projects.
In turn, President of the EBRD Suma Chakrabarty thanked “Baiterek” Holding for close cooperation in the framework of this work.

“We are most proud of our joint contribution to the development of urban infrastructure. One of such significant projects is creation of a multi-field hospital in Almaty” – S. Chakrabarty said. - We have already implemented two similar projects in Turkey, and now we would practice it in Kazakhstan. I hope this will serve as a model for future international PPP projects in the health area.” 

The Contractor is “Kazakhstan project preparation fund” LLP. Under the Agreement, the European Bank for Reconstruction and Development will provide technical assistance by the international consultants attracting for a multi-field hospital construction project implementation at KazNMU.

According to the project, a multi-field hospital (for 300 beds) and an outpatient clinic (for 300 visits per day) will be built at the University. The key point of this project is that the triple bottom line concept – outpatient clinical work, education and scientific activity will be taken as a basis for the work. It is planned to improve the quality of medical care by attracting highly qualified professors, associate professors and KazNMU employees for diagnostic and treatment. In this case, the most experienced practitioners will be the employees of KazNMU departments.

Therefore, a continuous exchange of knowledge and experience will be established. Interaction of the country's leading medical university with a progressive clinic will allow introducing the scientific achievements in the clinical process and successfully training medical workers of a new generation. The construction is planned to be started in 2020.
