Baiterek National Managing Holding JSC Holding, (“Baiterek” or the “Company”), is a key financial institution in Kazakhstan, tasked with supporting the country's economic development. The Government of Kazakhstan, as the sole shareholder, ensures that Baiterek's activities align with national goals and policies, facilitating smooth interactions between investors and the government.
Baiterek comprises seven subsidiaries: Development Bank of Kazakhstan JSC (“DBK”), Housing Construction Savings Bank Otbasy Bank JSC (“Otbasy Bank”), FRP JSC Damu (“Damu Fund”), JSC Kazakhstan Housing Company (“KHC”), JSC ERP Kazakh Export (“ECA”), JSC Qazaqstan Investment Corporation (“QIC”), and JSC Agrarian Credit Corporation (“ACC”). These subsidiaries collaborate to promote business competitiveness, provide housing, and enhance food security. Baiterek focuses on supporting entrepreneurship, developing equity financing, and ensuring housing availability, playing a key role in Kazakhstan's economic progress.
Baiterek is applying the Impact Disclosure Guidance to produce a Sustainable Development Impact Disclosure (“SDID”). As part of its April 2025 issuance, Baiterek included the SDID in the offering memorandum. The Impact Disclosure Guidance was prepared by the Impact Disclosure Taskforce, a working group comprised of institutional investors, commercial and investment banks, and other stakeholders including non-governmental organisations, law firms and other capital markets stakeholders. The SDID showcases the impact intentions of Baiterek’s business strategy and operations in Kazakhstan. Based on its impact intentions, Baiterek’s operations and strategy are expected to contribute to UN Sustainable Development Goals (“SDGs”): #2 (Zero Hunger), #7 (Clean and Affordable Energy), #8 (Decent Work and Economic Growth), #9 (Industry, Innovation, and Infrastructure), #10 (Reduced Inequalities), #11 (Sustainable Cities and Communities), #13 (Climate Action), and #17 (Partnership for the Goals).
Baiterek’s mission is to support the sustainable development of the economy of Kazakhstan through three focus areas: (1) Business support, (2) Development of the shared financing ecosystem, and (3) Provision of housing for the population. Within these three focus areas, Baiterek has outlined the strategic objectives that it intends to achieve through each of its subsidiaries. The following section highlights the Company’s anticipated contributions to specific SDGs, its actions to achieve intended impacts, and the metrics and targets it will use to measure progress. The “Reporting Table” at the end of the document also summarizes the targets Baiterek will use to measure and monitor its progress on its impact intentions.
